Oluri: Forenzica Agency challenged with lack of essential AND material

The chief executive of the Kosovo Agency for Forenzice, Blerim Oluri, in an interview for Online Economy, has shown that they are seriously challenged with lack of essential material for conducting AND analyses. Oluri has also announced that during the pandemic this Agency has been in trouble of meeting its obligations, due to staff reduction.

“The challenge is that we also lack materials for DNA analysis. We have hundreds of cases waiting. The contract has been realised but we're waiting for a supply of different chemicals, or essential material for DNA analysis. Cases are in custody, are waiting and we still don't have supplies that are worrying and disturbing. We've notified all the other officers as the Prosecutor's Council, Judge, MPB. We don't have an excuse from the company that was chosen after the tender was announced. These days will pass, too, the ordinance's” deadline, he has indicated.

Kosovo's “Agency for Forenzice like all other institutions during the pandemic has had difficulties and challenges in achieving the goals and challenges that are set under legislation and its tasks. It has been a challenging year because of the pandemic referring to government decisions that have repeatedly had to reduce the number of personnel. Let's switch to essential staff to do the job. On the other hand, we also had requests and ordinances of prosecutors, judges, investigators and all other law enforcement agencies that had to be answered. We've been in serious distress in carrying out obligations and tasks. On one side, we have reduced personnel and on the other side, we have to fulfill our obligations. Confirm the ministry's manual we've shared working schedules in two sources to have distance between personnel”, he said.

The goal, according to Ollur, is the legal change in criminal official's status, under which pay cuts are envisioned, which will result in the loss of these experts.

“Serious challenge has been the status of our official, the criminal expert because with legislative changes made by officials with special status in civilian officials. It has damaged us because we are an important pillar of police investigation. We're dealing with clarifying criminal acts and there's no administrative work being done here, but applying various sciences to law enforcement. The wage law hasn't passed, but if the consequences were in effect, they'd be high because our experts' salaries would be lowered and we would have lost”

Oluri has also said there were no high numbers of staff indicted by the Cavido-19 virus. Where the total number of workers according to Olur are affected only 15 per cent, the victim has not been.

We didn't have a high number of infected people. Official statistics show that 13 officials have been identified in agencies with positive cases, 15 percent, the number of cures is 12, one is active. Death, on the other hand, has not been the result of Ovidius”, he stressed.

Oluri has further indicated to EO that this agency is accredited by international methods and standards which guarantee material quality and security.

Kosovo's “Agency for Forenzice has already been six years. We've reached international standards in quality. We've made a statement on ISO17 025 for four years. We are now on the second four-year anniversary -- nearly two years of re-accredited with international methods and norms -- guaranteeing quality and increasing material evidence security, increasing documentation and confirmation of the results that are comparable to Europe and the US. This year, despite the fact that we also have financial problems because of our pandemic, we also have cut back on budget”.

“We have seen the quality and increase in labour efficiency continue with the supervision of accreditation and set up plans for accrediting several labs. The agency numbers over 30 scientific methods accredited by international norms and we can say it is among the most creditable and highly integrity institutions”, he has said.

Chief Olluri has claimed that there are numerous cases and demands, but that the Agency has never failed to come up with a counterword to them.

We were originally within the Kosovo Police, most officials about 70 percent we had with the police guard. In 2011, it broke up with police and was transformed by special law into executive agencies within the MPB. Compared to the countries in the region, we proudly say we stand high, comparable to Croatia, which has been dealing with this part of criminalism for 100 years”.

We don't have cases that manifest themselves to any conflict in criminal cases or when we have contradictions in expertise, contradiction. On the other hand, every expert within the Agency for Forenzice is subject to the international professional test, re-qualified every year, with a test of skill proving the level of quality and professionalism. The case and demand has a lot of”, Ollurt concluded for EO.
