Under the draft agreement, the partition of Ujman between Kosovo and Serbia was set to take place for energy purposes and water exploitation. But such an agreement was rejected by Haradinaj and the Alliance for the Future of Kosovo.
He spoke out about reaching an agreement with the American Energy Department, but not with Serbia.
“Unfortunately the situation in the dialogue made one of the points of the draft agreement talking about Wajan difficult. We do not appreciate that Serbia should be a party to the future of Weeman. We are open to the American Energy Department, but not for a trilateral agreement involving Serbia. Implications that could bring about in the future could be unaffordable for Kosovo”, Haradinaj said on September 4th last year.
Contrary to Wyman's division, Haradinaj was ready to abandon the Hoti government.
Despite the fact that I have talked with Prime Minister Hoti to get this point off, we have not come to an understanding of it and are obliged not to support this agreement. The AAK is not ready for co-operation either in government or in any form, because we will not help an agreement where Serbia, even indirectly, joins Kosovo resources”, Haradinaj said, hours before meeting between the parties at the White House.
The rejection of the initial agreement by Haradinaj, who had delegated two of his people to the negotiating team, the ministers Selimi and Melza Haradinaj- Staubla, resulted in success. Uman's deal point has been reduced.
As for this point, the agreement says the parties have agreed that the American Energy Department conducts a feasibility study on the common use of this lake.
The two sides will agree to work with the US Energy Department and other subjects of the American Government in a feasibility study, with the aim of joint use of the Uyman Lake, as a reliable supplier of water and energy”, the deal said.
After the agreement was signed, Haradinaj said he welcomes the agreement signed at the White House, as the question of Lake Weman was not included.

That Serbia did not take advantage of the resources of Weyman Lake acknowledged several days after Serbia's president, Aleksandar Vuciq, reached the agreement. Vuciq, speaking to Serbian media after a meeting that took place last September with French President Emmanuel Macron, said that in terms of the Ujman Lake point, “other than swimming, we have nothing else”.
“We searched the Pristina-Merdar road and railway, but they are not interested because there is no Serbian railway they can take. Another issue is Lake Weyman, except for swimming in Weyman and a small supply of Zubin Potok, we have nothing else”, he said.
With a length of 23m and an amount of water of 380 million cubic metres, two-thirds of Weiman Lake are located on Kosovo's territory and one-third in Serbia. Weyman Lake has been created primarily for water supply, while electricity production has begun later when such potential has been seen.
In recent years at various time intervals it has often become a matter of international disagreement between Belgrade and Pristina.
