HANDICOS today has issued a clarification to the media, through which it requires politicians, citizens' institutions in general to use the terminology when it comes to disabled persons.

The right terminology is one of the main elements that should be respected when a certain group is identified in society.
Very often we find the media in Kosovo, politicians, MPs in particular, institutions or even ordinary citizens using wrong terms for limited ability.
Special needs, different skills, no skills, and some of them, are some of the terms that should be eliminated from public record when it comes to disabled persons.
HANDICOS and other organizations representing disabled people explain that the legislation in power in Kosovo provides this definition: “Limitation” that means restricting access and restricting ordinary activities in a person's daily life as a result of physical, sexual or mental injury, which prevent him from participating in everyday activities.
In the simplest sense of the word, the limited “limitability” means what a person cannot do easily, without any particular help or support, since others could do so without any great difficulty.
The term "persons with limited capacity" is used in the Constitution of the Republic of Kosovo, the current legal framework in the country, and with this translation of the Convention on the Rights of Disabilities, has been published on the UN site.
Any other termologies for limited ability and disabled persons are not acceptable to disabled persons, nor to organizations that represent them.
