The fire occurred around 6am Tuesday local time during the maintenance of the Cajiawa mine in the town of Zhaoyuan, the Xinhua agency wrote, citing local authorities.
The agency reported that ten miners were blocked by fire, while four of the survivors were taken to hospital for treatment, Reuters writes, broadcast Express newspaper.
This was the second incident in the mines in Shandong in just over a month. In January, 11 miners were blocked by an explosion and released alive only two weeks later.
The regional emergency bureau said it would launch an extensive inspection programme to identify risks in mines. Mines that do not meet the conditions will be closed.
China's mines are among the most dangerous in the world. Last year alone, 573 fatal mining-related cases were recorded in this country, according to the National Safety Administration in Mine.
