The preliminary results of the February 14th early parliamentary elections in Kosovo have already been published, but final results and their Certificate could take at least two weeks. Officially, no one gives a precise date, but based on the practice so far, procedures cannot be completed in the short term.

In the 2019 parliamentary elections, it has taken 52 days to certified the election results.

But in 2017 the final results of the elections were announced 18 days after they were held. Even in those elections, there was the recount of more than 500 ballot boxes, but votes by mail from the diaspora have been in multiple lower numbers compared to this year's elections.

Even in the 2014 parliamentary elections, the Central Election Commission had announced the final results earlier than in the 2019 elections. The CEC this year had announced the results 16 days after holding elections.

Currently, with votes counted by the February 14th elections, 2021, Vetevendosje Movement has won 47.85 per cent of the vote, followed by the Democratic Party of Kosovo with 17.41 per cent, the Democratic League of Kosovo with 13.08 per cent of the vote, while the Alliance for the Future of Kosovo has won 7.43 per cent of the vote.

More than 830 thousand people have participated in the February 14th elections.

What takes so long?

Following the closure of polling stations, commissioners at the polls count votes for political subjects and candidates for MPs. Then, all electoral material is sent to the Resolution Counting Centre (QNR), where the data sent from the polling stations is verified. If there is disagreement in the results of ballot forms in the box or there are suspicions of irregularities, then the materials are placed in quarantine and then the verification process begins. These are the procedures that take time. Officials have confirmed that from the February 14th elections, 101 ballot boxes have been placed in quarantine.

After clarifying the evental uncertainties, then begins the process of verifying and counting conditional votes and those coming from the diaspora. This process also takes several days.

The process lasts because after each decision, each side has the right to appeal to the Electoral Panel for Anxiety and Parashtre (PZAP) and then to the Supreme Court.

But, PZAP Secretariat head Mula Dexu told REL, that currently in this independent institution is just a complaint.

How many votes on bail and votes from the diaspora?

More than 27.249 voters have taken advantage Sunday on February 14th, the right to vote on bail. This type of vote is allowed to take place at all polling stations, for persons who don't find themselves on the list or vote outside their municipalities, but then the CEC verifys, to make sure they haven't voted twice or who are on the final voter list.

The exact number of votes by mail is in verification, but in the CEC within the legal deadline, which was until February 12th 2021, have reached record 43.447 packages with outside balloting, which may contain more than one vote.

By February 20th, the CEC has verified 16 thousand and 800 envelopes with ballot papers.

Of them, 11 thousand and 800 were approved, while 4,950 were rejected.

According to CEC spokesman Valmir Elezi, these envelopes have been rejected as some of them were sent by persons who are not registered as voters outside Kosovo during the application period.

On the voter list from abroad, more than 103,000 Kosovo citizens were approved for voting.

When can new institutions be created?

After announcing the final election results, the new legislature's framework must take place within 30 days.

With the current dynamics, the assembly could be held during March.

The Assembly will then elect the new government, which for the first time post-war time will most likely be formed by only one Albanian party. The Vetevendosje movement so far, according to projections, has managed alone to win 56 seats, which, with votes from the diaspora, could increase the number of seats in the assembly.

Some of the parties of the non-Serb communities have expressed their readiness to be part of the ruling coalition, so no delays are expected in creating the new government, Kurti 2.

The first challenge for the ruling coalition will be the election of Kosovo's new president, as for this process, more than 80 MPs are needed to vote.
