DnV shows voting irregularities: There are citizens voting with nonvalide documents

In Serb majority municipalities, voting exits are reported at over 10%, which is twice as high as the country's overall exit average.
Respect Against Measures COVID19 during voting
At 21% of the deployments, it was reported for partial implementation of measures to prevent the distribution of COVID19, while in 1% the deployments these measures are not being respected at all.
The CEC's administrative guidance (UA-03/2020) requires each voter for ID purposes by the KVV member to remove the protective mask. However, during the vote, at 27% of the deployments, citizens are not required at all to remove their protective mask to identify themselves, while in 35% of the deployments this is partly being required.

For these elections, the CEC has left the List of Voters 122,421 voters who have possessed only ID documents issued by UNMIK. Indeed, cases have been faced when citizens are allowed to vote with non-valide documents, such as UNMIK documents, other states or Kosovo documents over the deadline.
By 10:00, there was no case of non-valid voting at 96%. While in only 4% of the deployments this irregularities have been encountered in isolated cases (up to 10 cases).
Voters' Challenges in Finding Place
The reduction in the total number of locations in these elections from 2547 to 2019 to 2382 has produced difficulties for citizens to find the name on the Voters' List, resulting in the appropriate decision-making.
By 10:00, there's been no trouble finding the location. While 33% of the deployments have been encountered up to 10 cases.
Helpful Vote
Assistance during the vote is an aid that can be offered to voters under particular circumstances so that each voter can have the opportunity to exercise its/her legal right to vote. The electoral rule stipulates that voter assistance cannot be offered more than once by the same citizen and should be registered in the Book of Voting. Moreover, KVV members or accredited observers were strictly forbidden to offer voter assistance.
In the past, assistance has been misused to impose or distort citizens' free will by directly influencing the selection of a political subject or individual candidates.

In 64% to 10 cases of assistance recorded in the Book of Votes.
However, even cases of non-registered voting have been recorded in the Book of Voter as the rules define 4.5% in isolated cases (up to 10 cases).
Moreover, there are even cases of assisted activity more than once. This irregularities occurred in 1% of the locations in isolated cases (up to 1-4 cases).
In 2019, DnV reported that the number of cases of regular assistance voting was over 42,000, while with irregular assistance some 800 cases were recorded.
DnV calls on KVV leaders to ensure that the assistance vote becomes a reality election rule. Unfair assistance is considered a violation of legal provisions, punishable by a fine of 200-2000 Euros.
Vote Photo
Although small - scale phenomena, the violation of the secret of the vote manifested through the photograph of the vote is continuing to appear in these elections. Photo of the vote and public making are supposed to be about buying votes, fearing voters and distorting its will.
By 10:00, cases of voting photography have been found at 2% of the polling (up to 1-4 cases).
Serious Incidents
No serious incident was reported that could violate the voting process.
DnV urges citizens to come out to vote and, through their participation, become part of decisions for the country.
DnV requires all political subjects to refrain from any action that could affect the integrity of the election process.
DnV expects the country's institutions to take all necessary measures to ensure a calm and free democratic atmosphere and elections.
