DnV: 3% of deployments have been opened late

According to DnVA, 3% of the polling has opened up late. Delays are related to lack of election materials.

Delays mainly connect to the lack of election materials, such as the lack of conditional ballot envelopes in 6% of polling, stamps, Voters' List, UV lamps, and Sprai have been missing in 3% of the country's”, said in the communique./Express

Democracy in Action is monitoring the prosperity of the election process, based on the methodology of Voter Accounting (known as PVT). A total of 500 statistical observers are present at 500 locations, defined under random representative samples. Observers throughout the day will report on the success of the election process, starting from opening the polls, the voting process to completion of the counting process.

Opening locations
A total of 2382 countries are in all of the territory of the Republic of Kosovo. According to ground data, only 3% of the locations have been opened late.
Delays mainly connect to the lack of election materials, such as the lack of conditional ballot envelopes to 6% of polling, stamps, Voters' List, UV lamps, and Sprija have been missed at 3% of the deployments.

The Presence of Propagandism
Election silence 24 hours before election day enables voters to reflect freely on their party preferences and contributes to a free electoral environment. The presence of propaganda materials of political subjects on election day could be seen as an impact on determining their vote for the subject.
DnV monitors have reported on the presence of propagandative material of political subjects within the 100m perimeter of the polling Centre, only 1% of the polling centres.

Vote Under Undemia Conditions
To guarantee respect for precautions against COVID19 recommended by health institutions, the CEC has designed postaries that contain detailed and clear guidelines that citizens must adhere to during the voting process in order to maintain their health (eg. Setting a mask, keeping a distance, and disinfecting the hands. However, DnV has recorded that these posts are not placed at 5 % of the polling stations.
Also, it is estimated that commissioners at 97% of the deployments are equipped with protective equipment (maska 97%, bail 59%, disinfectant 94 %).

Access of disabled people to polling centre
The right to participate in elections as universal right should be guaranteed to all citizens indiscriminately. Those with limited abilities should have equal opportunities to participate in public and political life, with that being done in voting. However, a considerable number of polling centres in Kosovo continue to be reflective for persons with limited physical abilities.

It has been reported that 30% of the country's voting centres have no adequate infrastructure for access to disabled persons.

Women's Participation in Local Councils
The presence of women commissioner continues to be low even in these elections, despite the legal guarantees and continued demands of civil society for equal participation.

Women's participation in the quality of commissioners in the polls is 31% lower than in the last 2019 parliamentary elections, which was 35%. While in the last local elections of 2017, it was 29 %.

DnV It invites all citizens and other acting participants to the elections that during the voting process, strictly adhere to rules for preventing the spread of COVIDD19, such as wearing the mask properly, respecting social distance or unnecessary ingathering and disinfecting of hands.
