Analysts are seeing May 14 March as the most optimistic, though difficult, scenario for the formation of new Kosovo institutions released from the February 14th elections, but also dependent on the Certificate of results by the Central Election Commission (KQZ).
Analyst Imer Mushkolaj has said that forming Kosovo institutions depends on the time when the CEC will confirm the election results.
That, as he said, in past elections, the CEC has been delayed to certificate results, full of 53 days.
Remember that the CEC is delayed to certificate results, since in previous elections it has lasted a total of 53 days, until results are certified. And that could cause problems in procrastinating government creation. At present, the situation seems to be clearer, in the sense that it is more or less known that Vetevendosje intends that the government will do it on its own by any vote of communities not majority. The CEC would have to speed up the number of votes from the diaspora so that the creation of institutions by its slow work does not remain a hostage. Given the terms for electing the president, as we know until April 7th, preparations for electing the president must be completed and by May 7th we should have the new president, then the establishment of these institutions is necessary, if we do not want to cause a new political crisis”, Mushkolaj has said.
According to him, it is very important that the government be functional in the sense of decision-making, as it adds that it would be positive if the Serb List did not have a major decision-making influence as it did in the past.
For me as citizens, it is very important that the government be functional in the sense of decision-making that can be carried out. Over the years the Serbian List has been the decisionmaker in Government, and it would be very positive that this influence would be lowered, of course, with the involvement of representatives of the Serbian List in Government because it is constitutional obligation”, he said.
Mushkolaj stresses that it is not yet known who will be in Kurti Government cabinet.
We don't have any concrete name that Kurt confirmed for his cabinet. We're used to the names of the parties so far, but we need to get used to and with names that may seem anonymous but to do the work functionally.
While, Artan Mujaziri has said the electoral system in Kosovo imposes compromises on each winner, regardless of the number of MPs.
According to him, options for forming the government will be derived from the final outcome following the depletion of all related procedures with the election process.
“The LVV has three options to win 61 deputies, to coalition with an Albanian party, or to adopt any opposition mobile deputy”, Muhramir told Telegrafi.
As he said, a new factor in government installations will also be the growth of direct and indirect power of the Serbian List, with its Persian-Noserbe tentacles.
It is expected that our international allies will be involved in the mediation. The month of March is the most optimistic scenario, though difficult to implement”, he said.
The LVV's election campaign, according to him, was focused on populism and relating real challenges.
Albin Kurti's absolute domination of personality and its transformation into LVV's alpha and omega as the incarnation of the idea and substance, shifted the debate for potential ministers from the attention. The government Kurti 2.0 must be harmonising between several ministers from the first mandate and new names, however, given the preservation of quality representative power in the parliamentary group as lesson from last time's error”, he praised.
Mujariri said that the new cabinet format should be less centralised than the past, with the possibility of greater autonomy in decision making ministers, creating more bold institutional planning and operational spaces, according to him.
Asked whether the LVV has the right people to lead the government, Mujajiri said that “The LVV is in its zenith.
So it's probably never been easier to bring people with political and professional quality to become part of its project. This potential exists, but to its realization everything will depend on Albin Kurt's willingness and willingness to find balance between the gradual reform of LVV and the preservation of its identities. The electoral list of this subject for February 14th featured Kurt's attempt to house within a large umbrella representatives of diametrically ideological and sociocultural categories, which has guaranteed the strengthening of internal tension and the prospect of imminent explosion”, he said.
How, though, did Muskolaj and Muhajiri assess the short rule of Albin Kurti?
Mushkolaj said it was a very short time of his rule, even though, as he said, it is not known what would happen if he ruled until now.
A very short time in which Kurti ruled. We don't know what would happen if he ruled so far, because the serious situation with pandemics as well as in health, economic-social terms leaves its consequences and in government. The biggest problem I see in the government-citizen report is the lack of confidence”, Mushkolaj said.
While Mujariri declared that the ruling period “Kurti 117x1> was an experiment with tests on Kurt, but also on Kurti.
“Problems within the coalition and the pandemic disturbed the stability of co-operative foundations, along with the lack of a long-term vision of leadership. The lack of government experience was evident because of the demand for the taking of populist decisions, which were abolished when faced with legal and systemic incompatibility. No satisfactory political awareness was witnessed either of access to the preservation of a vital alliance with the United States of America. Kurt would radiate extremely welcome pragmatism if those practices would now turn into improving lectures and act differently as a witness for his national evolution”, Mujajiri said, among other things.
