CEC spokesman Valmir Elezi has explained that each team will consist of 4 members, three of whom are representatives of political subjects, while the fourth member will be a health official.
The Central Election Commission on Sunday will engage a total of 104 mobile teams -- which will be on the ground -- will go to the addresses of citizens eligible for voting, but which unfortunately are infected with COVID-19 -- and will not be able to go to their destination because of the restrictive measure, because they have to stay in domestic quarantine. So there are a total of 104 mobile teams that will go from one address to the next, and each of them consists of 4 members”.
The total number of people making up mobile teams is 416, who during election day will only be engaged in the implementation of the vote for this category of voters. Each mobile team consists of 4 members, 3 will be representatives of political subjects, while the fourth member is a health official in order to professionalise these CEC teams”, Elesi said.
Elez has said it is a constitutional obligation of the CEC that even these citizens be given the opportunity to vote, regardless of the circumstances.
“Of course we are aware that what is important to these citizens is health and certainly that the CEC wishes to pass this challenge as easily as possible, but it is also the constitutional obligation of the CEC to offer these citizens the opportunity to exploit their constitutional right to vote on election day”, Elez said.
Furthermore, he has indicated that these citizens will be contacted over the telephone to show about the service the CEC offers and then is in their will to participate in voting through mobile teams.
The Central Election Commission is in constant communication with health institutions dealing with pandemic management. We're accepting official lists from them and citizens who have voting rights and we're contacting them over the phone and we're informing them of the service the CEC offers, so to enable them to vote through mobile teams in their homes. Of course it is up to them to accept or not to participate in the election process”, Elez said.
