This decision will come into effect on the day it is signed.
“41. Government's decision weakens no. 0958 1401,2021.42. The decision goes into effect on the day of signing and is worth until another decision”, the Government announced.
Below, find all the approved measures:
MA SAT FOR THE REPUBLIC TERRITOR COSOVA
Foreign, local citizens' entrances to Kosovo
1. Foreign citizens entering Kosovo, including those with temporary or permanent permission to stay in Kosovo, coming from high risk countries according to the ECDC official list, must have test RT- The negative PCR for David-19 done in the last 72 hours, based on the principle of reciprocity.
2. Exceptions from point one higher do:
2.1. Whether the foreign citizen entered Kosovo via airport or through land border points and leaves Kosovo within three hours through airport or land border points, provided they sign the declaration that it will release Kosovo within 3 hours;
2.2. Foreign citizens working as professional transporters (positors), provided they respect the protocol for international transport for protection from David-19;
2.3. Foreign citizens passing through Kosovo through transport organised by bus or regular international line, transit, provided the declaration is signed that they will release Kosovo's territory within 5 hours;
2.4. Foreign diplomats accredited in Kosovo as well as their family;
3. All citizens of Kosovo (including residents in another country) during their entry into Kosovo should present proof for RT-tests. The negative PCR, made the most distant 72 hours before entering Kosovo, should otherwise self-isolate for 7 days.
4. Exception from point 3 above makes Kosovo citizens (including residents in another state) who have been out of Kosovo in the last 24 hours.
Organising the work of public institutions and private organisations/businessers
5. Public institutions and private organisations/business without exception are obliged to monitor on a daily basis staff health in accordance with “Manuale for protection from the spread of Ovid-19”, including mandatory temperature measurement for all during entry into objects.
6. At the recommendation of the corresponding bark doctor, chronically ill workers (in the official circuit issued by the Ministry of Health prepared for this purpose), pregnant women and breast - feeding women are released from work, both in public and private institutions, while employers are instructed, as far as possible, to create conditions for their commitment from home.
7. Public and private institutions are under way to keep arm and face-to-face disinfectors at access to the facility, which can be exploited by institution workers and visitors.
8. Public and private institutions are permitted to place visible signs of personal protection rules from Covid-19 (including the sign of preventing access to objects without masks, distance respect etc.) in line with “Manuale for protection from the spread of Cold-19”.
9. The responsibilities of public institutions, private enterprises and any other subject are under way, to take strict measures to prevent the spread of infection within their institutions, by making continued disinfectation, and by taking all necessary measures in line with “Manuale for protection from the spread of the former-19”.
10. All public (centres and locals) institutions, as well as organisations, businesses and private subjects, are allowed to organise festive ceremonies with special permission from the NA based on the Manual for Protection from the Spread of Individual 19.
Organizing the Education Process
11. The education process in all institutions of higher education, public and private education, as well as exams, practical and laboratory works, is organised according to the plan of relevant institutions in line with “Manuale for protection from the spread of Ovid-19”.
Twelve. The public and private nesting activity continues according to the assessment and supervision of municipal authorities, based on “Manuali for protection from the spread of Covid-19”, including measuring children's temperature and staff's daily bases during entry into objects.

14. All educational institutions at all levels of education, public and private, are prohibited from organising extra-school activities, such as field trips, group walks, different school staff and students and similar ones.
Organizing municipal emergency headquarters and municipal health services
15. The municipalities are required to keep the municipal emergency headquarters fully activated to oversee the implementation of measures, the state of health of the infected citizens with Covis-19 and other issues, as well as to co-ordinate with the central level.
16. Municipal emergency stations, health directorates and QKMFs are required to monitor and provide the necessary health services for at least two weeks for individuals infected with Ovid-19 and will report on daily bases in the QRSHP-ICHPK.
17. Communists are required to provide domestic health services for all chronically ill and persons over 65 years of age.
Measures for people over the age of 65
18. The Ministry of Labour and Social Management, in accordance with the situation created and according to the recommendations of the IKSHPK and the MSH, is instructed to free all beneficiaries of social and pension schemes managed by MPMS by regular performance at relevant offices for ID purposes as required by relevant laws.
Nineteen. Citizens staying in homes for the elderly are offered all health, social services and regular health visits by the QKMFs.
Measures for Public Activity
20. The gathering of more than 50 citizens in closed spaces is prohibited, while in public squares, parks, public places, winter and similar resorts are allowed to assemble up to 80 people except for the ruling.
21. All public gatherings organised in public spaces of all forms are prohibited by no more than 80 people, except for cases allowed with this decision.
22. The workshops and workers of all public and private institutions are allowed to be organised according to the manual for protection from the spread of COVID19 and the conform point 24 of the decision.
23. No weddings and family parties.
24. Religious ceremonies and activities are prohibited, in addition to the close family participation, except from the 24th highest, perform special religious ceremonies organised on special permission of the Ministry of Health based on IKSHPK recommendations.
Business Activity Measures
25. Public automotive and animal markets are allowed to run by 40% of space capacity surfaces.
26. The slaughter of animals is permitted only in the authorized environments for this purpose.
27. Only the exercise of activities as follows is allowed (according to PACE codes set by the ARBK Ministry of Trade and Industry):
27.1. Health sector,
27.2. Security and Justice Sector,
27.3. The public sector (central and municipal administration),
27.4. The production sector,
27.5. The agriculture and livestock sector,
27.6. Construction sector,
27.7. Transporting goods,
27.8. Food products sector,
27.9. Service/distribution sector.

28. The municipalities are classified into three groups, given the risk of spreading infection:
28.1. Low-risk municipalities up to 75 people infected for 100,000 inhabitants within a week (greenish)
28.2. Middle-risk municipalities from 76-150 people infected for 100,000 people within a week (of yellow)
28.3. High - risk municipalities over 150 people infected for 100,000 residents within a week (red)!
29. On a weekly basis, every Friday, I The KSHP and MSH publish the figures of those infected according to municipalities and make the categories of municipalities at the risk level described at the highest point.
Thirty. Measures for low risk municipalities (up to 75 people infected for 100,000 inhabitants within the week):
30.1. Economic operators are allowed to work from 0500-22:00,
30.2. The malls are allowed to work from 0500-22:00,
30.3. Hotel service and gastronomials are allowed to work from 0500-22:00, while after 10:00 p.m. “take with you” and “poros with mail”,
30.4. Public transportation is allowed to work using up to 50% of capacity, respecting “Manufactual for protection from the spread of Ovid-19”,
30.5. Taxis are allowed to work with a (1) passenger back or up to three (3) if they are members of the family, respecting “Manuale for protection from the spread of Covid-19”,
30.6. Depending institutions of the MKRS and municipalities (such as theatres, libraries, philharmonics, galleries, assemblies, ballet, cinemas, youth centres, museums, group and similar culture centres) are allowed to work until 10: 00 p.m. using up to 40% of the space/size of the respective objects for all activities (both in performances and exercise), respecting <x0Manuale for protection from the extent of the Co individual-19<1>
30.7. Allowed sports activities in closed and open spaces, where, during closed space exercises, up to 20 people can participate, while during competitions of up to 50 people, always based on local and international sports protocols, as well as based on “Manuline for protection from the spread of Cold-19”,
30.8. Allow closed shoots and swimming pools for individual recreative activities by exploiting up to 40% of the spaces/representations, respecting “Manual protection for the spread of former-19”,
30.9. Despite provisions 35.6, 35.7 and 35.8 higher, the Health Ministry is authorised, based on the IKSHP recommendations, to make operational decisions to stop these activities.
31. Measures for medium-risk municipalities (of 76-150 people infected for 100,000 inhabitants within the week):
31.1. Economic operators are allowed to work from 0500-22:00.
31.2. The malls are allowed to work from 0500-22:00.
31.3. Hotelry and gastronomial services are allowed to work from 0500 till 10:00 p.m., while after 10: 00 p.m., “take along” and “poros with mail”.
31.4. All public and private institutions are advised to reduce staff based on their specifics and “Manual for protection from the spread of Ovid-19”;
31.5. Public transportation is allowed to work using up to 50% of capacities, respecting “Manuculal for protection from the spread of Ovid-19”;
31.6. Taxis are allowed to work with a (1) passenger in the back or three (3) if they are family members, respecting “Manuale for protecting from the spread of Covid-19”;
31.7. Depending institutions of the MKRS and municipalities (such as theatres, libraries, philharmonics, galleries, assemblies, ballet, cinemas, youth centres, museums, group and similar culture centres) are allowed to work only until 10: 00 p.m. using up to 40% of the space/aspects of the respective objects for all activities (both in performances and exercise), respecting <x0Manualine for protection from the extent of the Comvid-19<1>
31.8. Allowed sports activities in closed and open spaces, where, during closed space exercises, up to 20 people can participate, while during competitions of up to 50 people, always based on local and international sports protocols, as well as based on “Manuline for protection from the spread of Cold-19”,
31.9. Allowed shoots and closed swimming pools for individual recreative activities by exploiting up to 40% of the spaces/respectives, respecting “Manual protection for the spread of Ovid-19”.
3110. Despite scores of 34.7, 34.8 and 34.9 higher, the Health Ministry is authorised, based on IKSHP recommendations, to make operational decisions to stop these activities.
32. Measures for high-risk municipalities (over 150 people infected for 100,000 residents within the week):
32.1. Economic operators are allowed to work from 0500-22:00.
32.2. The malls are allowed to work from 0500-22:00.
32.3. Hotel service and gastronomials are allowed to work from 0500-22:00, while after 10: 00 p.m., they work only with service “delivery”.
32.4. Public and private institutions are obliged to work only with essential staff, which is determined by the decision of each institution in particular;
32.5. Public transportation is allowed to work using up to 50% of capacities, respecting “Manuculal for protection from the spread of Ovid-19”;
32.6. Taxis are allowed to work with a (1) passenger in the back or three (3) if they are family members, respecting “Manuale for protecting from the spread of Covid-19”;
32.7. Depending institutions of the MKRS and municipalities (such as theatres, libraries, philharmonics, galleries, assemblies, ballet, cinemas, youth centres, museums, group and similar culture centres) are allowed to work only until 9: 00 p.m. using up to 40% of the space/aspects of the respective objects for all activities (both in performances and exercise), respecting <x0Manuline for protection from the extent of the Comvid-19<1>
32.8. Allowed sports activities in closed and open spaces, where, during closed space exercises, up to 20 people can participate, while during competitions of up to 50 people, always based on local and international sports protocols, as well as based on “Manuline for protection from the spread of Cold-19”,
32.9. Allowed shoots and closed swimming pools for individual recreative activities by exploiting up to 40% of the spaces/respectives, respecting “Manual protection for the spread of Ovid-19”.
32.10. Despite provisions 35.9, 35.10 and 35.11 higher, the Health Ministry is authorised, based on the IKSHP's recommendations, to make operational decisions to stop these activities.
3 / 1 OBLIGATIONS INSTITU CHIONEVE FOR THE MASAVIVING
33. The minister of health is also allowed in case he needs to provide instructions to clarify the points of this decision.
34. The Minister of Health is engaged, The AWK and the Kosovo Police, who, in co-operation with the emergency municipal headquarters, oversee the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until 16:00).
35. The Minister of Health, USKKKU and IKSHP are scheduled to submit the weekly report to the Office of the Prime Minister (every Friday until 1600) for the implementation of the measures, the situation in health institutions, the epidemiological situation, as well as predictions for the next two weeks.
36. The minister of health is under ban that, based on Law No. 07/ L-006 for the prevention and fighting of the Devido-19 pandemic, to issue operational decisions depending on the epidemiological situation and IKSHP recommendations.
37. Kosovo Police and Inspectors responsible for overseeing implementation of measures and other decisions in implementing Law No.07/ L-006 for the prevention and fighting of pandemic on the territory of the Republic of Kosovo.
38. For violators of the masses, competent organs are obliged to pronounce penal measures according to Law No. 07/l-006 for the prevention and fighting of the Covid-19 pandemic on the territory of the Republic of Kosovo and other laws in force.
39. The only authority that can interpret this decision is the Ministry of Health, while any other institution can offer clarifications to respective groups that are affected by the decision only after that clarification is adopted by the Ministry of Health.
Forty. The Ministry of Health is obliged to publish on its official magazine, the Circle concerning chronic diseases for which people according to 8th point are released from work presentation.
