Ahmet Zogu takes over the post of president combined with the role of prime minister, becoming head of state and chairman of the government, Myfid Libohova, takes over the foreign ministry, along with the finance.
The first reform was the distribution of the army, the elimination of the Ministry of War, its replacement with a General Command.
Some historians say that at this step, Zogu took revenge on the military who had participated in the June “Revolution” alongside Fan Noley.
This is also seen as a preliminary measure against similar developments in the future; and as the establishment of a full direct control; little by little, the declared parliamentary republic was being transformed into autocracy and monarch.
