One of the most important issues facing Kosovo institutions is dialogue with Serbia, launched in 2011, but that has not yet achieved the final goal, the full normalisation of relations between the two states, estimates former VV head Visar Ymer.
Ymer claims there is no transparency from the current government in terms of this process, and it is dragging on more and more every day.
The “is hard to estimate since few have information and less transparency from the current government in terms of dialogue, and it is not doing much in this process. So we've had some statements of the prime minister and the mention of other government exhibitors are aiming to produce some kind of reshape of dialogue to change his agenda and goals”.
The “Yes, on the other hand, this is not being shown how it will be done and we have insist on not only from Serbia but also from the EU, which say that especially it has faced agreements reached so far they must be implemented 100% and dialogue continue. And in this direction we have a clash of thoughts between the Kosovo government and the mediators regarding the dialogue process that you cannot change unless you have the support of our international friends”.
Ymer, who is also executive director of the Institute for Social Policy “Mousine Koklari”, added that dialogue could be an apple of contention that could undo Government, which could happen after the election ends in Serbia.
“You resign Prime Minister Kurti or there is another form of how we go to the polls. These are big questions. I think dialogue can be an act of contention that can undo Government. But I don't see the collapse of the Government fast because the dialogue and insistence of internationals to have a serious continuation of dialogue I don't see until elections in Serbia end which fall somewhere in the middle of next year”.
Ymer says dialogue is a kind of bargain, adding that this process should not be conditioned by the opposition, EO reports.
The “Association is the signed and ratified agreement in the Kosovo Assembly. If they fail to implement the agreement then what other forms of the agreement will be achieved to achieve our goals and that is mutual recognition. I think dialogue is some kind of negotiation, trade”.
“A will condition the opposition. I don't think they want to condition the opposition. It's made by the international community, but then how it comes to the collapse of the Government and going to the election”.
