He, by means of a post on the social Facebook network, has divided ten points he thinks are important to address on this subject.
Tahiri also adds that “Association cannot be the structure on municipal, nor an ethnic one, risking Kosovo's multiethnic character”
Here are the ten points Tahir mentioned:
1. The country's constitution guarantees the right to establish more than an association;
2. The political system is one degree, in two municipalities there are asymmetric responsibilities;
3. The Law for Local Self-Government and it for Intercommunal Co-operation (BNK) regulates in essence the mode of co-operation between municipalities;
4. Local self-government legislation guarantees exclusive rights to communities; meanwhile, the right to financing from donations;
5. For the Association of Serb majority municipalities, there is a constitutional decision that clearly reflects the points that fall into opposition and the way to go;
6. There is no need for depreciation of the international agreement, but clarity for the Association statute on the line with the JCK recommendations;
7. There must be durability, but millimeter clarity;
8. Association cannot be the structure on municipal; neither can an ethnic, jeopardising Kosovo's multiethnic character;
9. Association cannot undermine constitutional role in the country's state and political system;
10. Employees cannot be public servants, because then this should be accommodated as the government's/level structure.
