A police spokesman said hostage negotiators were talking to the man, who seemed to be in his mid-60s, and hoped to resolve the situation peacefully.
People inside headquarters were told to take refuge where they were, the AP reports.
Videos posted on social networks showed man walking in front of a United Nations complex port, holding an object that most likely seemed to be a firearm.
The gates were closed, and the person did not seem to be trying to breach the security perimeter.
