Sergei Ryabkov, Russian Deputy Minister of Foreign Affairs, told reporters that Russia and the West should start from a clean sheet to rebuild relations, Reuters writes.
“News Agency RIA” summed up Moscow's proposals as follows
) expel further expansion of NATO and Ukraine's accession to the alliance;
Let's not send additional troops and weapons outside the states where they were in May 1997 (before any Eastern European state joined NATO), except individual cases, with the consent of Russia and NATO members;
) Abandon all NATO military activities in Ukraine, Eastern Europe, Caucasus and Central Asia;
Let's not be able to set up short- and medium-range missiles where they can hit the other side's territory;
Let's not exercise with more than one military brigade in a border zone under agreement and exchange regular information about military exercises;
To confirm that the parties do not consider each other an enemy and agree to resolve all disputes peacefully and refrain from using force;
There is commitment not to create conditions that can be perceived as threats from the other side;
Create emergency contact lines.
