The process of fiscalisation launched a decade ago has not rarely faced its challenges. The fiscal control of businesses in the country has brought financial stability to Kosovo, thanks to the dedication and sustainability of operating on all parties involved. Nevertheless, many times businesses have managed to avoid fiscalisation, thanks to legal spaces and lack of control in the field.
Some of the ongoing challenges for this process to be completed successfully have also been frequent changes in legislation in force and in rates imposed by the country's institutions due to fiscalisation.
On many tables, with acts of the economy, it has been said that often fiscal reforms that are set up by relevant institutions have not been well thought out and have, in addition, turned the process around.
For economic Odays, frequent changes in fiscal legislation in fact in some cases have even hampered the development of these businesses because they have constantly had to adopt new rules and costs.
Even for existing operators in the sale and maintenance of fiscal crates, fiscal reforms have brought obstacles that have necessarily been transmitted to businesses.
For Edith Gashi from the company “Enterprises one of the five operators licensed to sell fiscal crates, frequent changes in labour laws and regulations regarding fiscalisation, have mostly affected businesses for the worse.
“If a business so far has worked on a device, a fee or a legal rule, it is used to it and thus applies it successfully to daily work. Any change causes them time loss and monetary loss and often forces them to work “black”, Gashi added.
According to Gashi, the new administrative instruction initiated by the Ministry of Finance could bring about the overthrow of the current system, not only for operators, but also for businesses and, above all, for the Tax Admistra, which is entrusted with another task -- technical control and monitoring -- for which obligation -- this institution has no human capacity.
“We as a company conveyed these comments to the Ministry of Finance and commissioned the current. Apart from the possibility that the process cannot be controlled by ATK itself, there is another challenge -- how many operators can operate with these rules. If the latter fail to adapt, the fiscalisation process could drop to zero, which may largely affect businesses, but also in the state budget”, Edip Gashi added.
