Unlike past years and other domestic presidents, prisoners this year will have no forgiveness from President Osmani.

But the reason why President Osmani cannot forgive the prisoners is because of the commission's failure to process and assess.

In a response given to news.net, Kosovo Presidency media adviser Bekim Kupina has stated that the Commission for Review and Rating for Forgiveness is dysfunctional.

It's non-funcsonal because it's expired. The apology requirements, which are accepted by the President's Office, are considered by this Commission, which is at the founding of the top”, Cupina said.

He also stressed that after the constitution is instituted and after reviewing the requirements, the Commission proposes to the President forgiveness or not to persons who have sought presidential forgiveness.

“After restoring and after reviewing the requirements, the Commission proposes to President forgiveness or not to persons who have sought presidential pardon”, he said.

Otherwise, the number of prisoners in corrective institutions across the country is currently 1,000 and 751.

In a response given to news.net from the Kosovo Correcting Service have indicated that 1,000 and 120 of them are convicted, while another 631 are in custody.

Of all these prisoners so far 103 have applied for forgiveness.

“From the beginning of 2021 so far we have forwarded to the Office of the Ministry of Justice for further procedure 103 pardoning requests”, the Kosovo Correcting Service said in response.

Also from the Kosovo Correcting Service, they have said that so far they have not accepted any secret of the apology declaration.

“This year has yet to benefit any convict”, the Bureau for Information of the Correct Service said.

Although last year Vjosa Osmani as a task ernerate had the right to forgive prisoners, that is, guaranteed by the Constitutions she did not make such a decision to allow forgiveness of prisoners.

A total of 399 convicts who were suffering prison for various works had been sent for forgiveness in 2020.

In this regard, Commission Chairman for Appreciation and Review Hasan Shala had then said Osmani had sent no request to the convicts for consideration.

While the country's former president, Hashim Thaci, had pardoned two years in succession the former prisoners, then convicted. The first four to have accepted the announcement of forgiveness of the sentence were Arben Kichina, Education and Burim Ramadani, as well as Marko Sabic.

Forgiveness by President Hashim Thaci was confirmed on December 29th 2017. The same thing, Hashim Thaci had done again, on December 31, 2018.

At the time, Thaci had pardoned Katrline Racyan, the Nexmi Shaban of Elbasan Shatrin, by decree of forgiveness.

And the year after that and this year there were no “funds for the convicts, although hundreds of people are constantly making such a request from the Kosovo Presidency.
