In the 2000s, the mafia provoked a serious environmental crisis in Sicily. Island towns were covered by garbage dumps, forcing the Italian government to declare the state of emergency. But the Mafia had calculated everything. The man who was appointed as the extraordinary commissioner for resolving the crisis was the president of the Sicily region, Salvatore Cuffaro. This one was chosen there with the Mafia votes.
As soon as he took office, Cuffaro had the solution. He immediately announced tenders for the construction of four large enernerators in Syracuse, Palermo, and Catania. A 6 billion-euro business, but never made it. The reason? The Italian prosecutor found out that behind the tenders were companies linked to Cosa Nostra and blocked everything. The tenders were cancelled, Cuparo ended up in handcuffs.
Garbage is the most coveted business of the Mafia. Even more coveted than cocaine trafficking because it is legitimate business and offers access to money from other criminal activities. And schemes like the Mafia want to take this business are the same as anywhere. Now bring events back to memory in Albania.
In September 2014, Cuffaro's counterpart in Elbasan, Qazim Sejmen, declared the state of emergency environmentality. Two months ago, a company named Albtech Energy was established in Tirana, and three months later the government granted it 22m euros in concession for the construction of an intennerator. So the company was established in July. In September, the municipal council in Elbasan declared a state of emergency, and on December 16th, the government granted the concession.
The one who started in Elbasan was clearly the Sicilian script. With one single change. This is where the Mafia was, not Cosa Nostra, but the state itself. To understand this, it is enough to bring the state's conduct and actions into focus.
In October 2013, just two weeks after coming to power, the Socialist majority passed the law prohibiting import of waste. This was the first step of the plan to take over the garbage business. As the public and civil society rejoiced that garbage would no longer enter Albania, the ban on import of waste had a different purpose; bankruptcy in the bloc of the entire recycling industry, which then counted more than 60 companies and hundreds of millions of dollars in investment.
Bankruptling recycling factories by law caused the garbage crisis. In Elbasan and other cities of the land began to appear heaps of debris. After the crisis was created, the promoters as the solution and rescue of the country had to be targeted in public. Media clowns throughout the media spectrum were contracted for this.
After the Elbasan concession, the intensive model was extended to Fier and culminated in Tirana. In just a short time, three controvers businessmen, Mirel Murray, Klodian Zozo and Stella Gugallja, took over the garbage monopoly throughout Albania, a business of at least 500m euros. So in Albania, three businessmen came out of nowhere without any experience in the waste field, managed to acquire what Camorra and Cosa Nostra had dreamed of for years in Italy. Because in Albania, the state was Cosa Nostra herself.
Since 2013 the entire power machine has worked and co-ordinated to put in existence the intensive plan. The latest act to complete the plan was to provoke the environmental crisis in Durres to expand another 150m euros to the business of the ghost intensive in Tirana.
As the relationship grew heavier and served more, segments of opposition, taxes, and justice had to be put into the sack so that the bad smell would not be felt. That's what happened.
In short, intensifications are not just corruption by some officials but, rather, a state degree and even more, society's corruption. That's a tie that's got everybody in the shit. So if it is really investigated, there will be an earthquake in Albania and the country will remain without government, no political class, no media, and even no charlatan writers, partner with garbage shit.
