Mustafa: Either establish association or Assembly cancel the deal

Former Prime Minister Isa Mustafa has said forming the Association of Serb majority municipalities is the duty of Kosovo, which cannot be avoided. According to him, there are other alternatives, since the association is provided with an agreement that ratified the Parliament. Mustafa has considered the inclusion of the provision for the Constitutional Court to be “arbiter” of the 2013 agreement.
The hot stage has left Kosovo's Assembly with the first agreement and the Constitutional Court. The first point of the 2013 agreement, for normalisation of relations, says the Association of Communities with the Serbian Majority” will be formed, he has said initially, adding that at 6 points of the agreement elaborate on what this association would look like.
As for the 2015 agreement, that of general principles on association, Mustafa has said he is surprised how he has managed to include the Constitution as arbitrator.
The agreement was long, long enough with many points and based on the first agreement, which was ratified by law. But what I did was to postpone Kosovo's constitutional court as the arbitrator of the agreement, which could not be founded Association and be almighty the statute for it if the Constitutional says it is in harmony with the Constitution. It would be considered established only when the Constitution estimates it is in harmony with the Constitution. I'm surprised I've been able to convince Vucinqi to accept the authority of the Court. It was the second point of the deal: x1>, he said.
According to Mustafa, it is now required that association be made according to 2015 criteria.
“is required to be made under the first agreement. Even the Constitutional Court requires. Because I'm listening to leaders who say it's in conflict. The Constitution has said that association should be established in the first place, because the establishment has become part of Kosovo's judicial order. That's how it's written in court, but not according to second agreement. And if it has to be done under the first agreement, as the Constitutional Court says, the country remains two solutions: Either the Assembly should be collected and abreast or annul the Law for ratification of the first agreement by over 80 votes, with two-thirds of the vote, and then we don't have legal obligations to do it, or it must be worked to implement the law on the first accord”, Mustafa has declared.
