The aim is to provide a third dose of vaccine for all adults in late January.
Some health meetings will probably be cancelled to focus on strengthening doses.
Johnson gave the latest information just a few hours after the United Kingdom sounded the alarm for spreading the new version, Omitron.
Level four means high or growing transmission level, and the last time the United Kingdom was at the fourth level was in May.
