Ten allegedly died inside a candle factory in the city of Mayfield.
Beshear has declared the state of emergency in Kentucky, the BBC writes.
More than 100 people were inside the Mayfield factory when the tornado struck, he said.
US President Joe Biden wrote on Twitter that he was informed of tornadoes Saturday morning.
Losing loved ones in a storm like this is an unimaginable tragedy. We're working with the governors to make sure they have what they need as the search for survivors and damage estimates continue”.
