“Absurd”, “Guantanamo”, some allegations of prisons that Kosovo will rent Denmark

Tomorrow, Danish Justice Minister Nick Haekkerup is expected to come to Kosovo to finalise the final details of the agreement with the Ministry of Justice here to rent 300 cells in Gjilan prison. A Swiss medium now alludes that Denmark with this agreement wants to find solutions for illegal immigrants. PDK MP Xhavit Haliti seems absurd to the agreement, which however is not valid without the approval of Kosovo's deputies, 2/3 of their votes, respectively. Haliti told Gazeta Express on Thursday that he does not know similar cases in the world, while as a unique case he mentioned the United States military prison, which is located within the Guantanamo Bay naval base.
You know, for me, it's absurd because I don't know why I should bring those in jail. What are they? Albanians? If they want to export, so far only to Guantànamo, to that island of Americans who took these terrorists, I didn't hear there were prisons in this variant”, Haliti said.
According to him, Kosovo has no interest in renting cells for prisoners in Denmark. Haliti had questions about the details of this agreement, which, according to him, may pose a problem.
“Unexplored experience for me and untested. I haven't heard you anywhere that has prison for prisoners of another country. Now it depends what prisoners want to bring. They can bring you where you know what. Who are the Guardians, do they want to come and guard their prisoners, or do they want to give them to them? It's a problem. We have to cut the deal and then we can talk more. But, for me, it is no Kosovo interest to rent prisons for prisoners in Denmark because there are other costs”, he has said.

Haliti went further, laying a hypothesis on the trial Kosovo could undergo after that agreement.
“Maybe someone calculates that Kosovo is being integrated into the European Union through” prisons, the former deputy head of the Parliament has indicated.
In contrast, former AAK Justice Minister Selim Selim Selimi saw this agreement. He supported Minister Albulen Haxhiu on Twitter, calling this issue a historic moment in Kosovo-Denmark relations.
“E supports the work of Minister Albulen Haxhiu in reaching agreement with Danish Justice Minister Nick H taskkerup for Correcting Services. This is a major historic moment in Kosovo relations, Denmark. This process proves that Kosovo is a leader in the corrective services in the region”, Selimi wrote on Thursday.
The chiefs of PDK and LDK parliamentary groups told Express on Thursday that they do not have enough information to show whether they will vote in favor of this agreement, with the approval of 2/3 of MPs.

Swiss media, “Die Weltwoche”, wrote today ironically about the agreement reached in principle between Kosovo and Denmark, which the latter received 300 rented cells at the Gjilan correctional centre.
This medium writes that “should not be an expert on the respective prison system to suspect that Balkan prison is less fun than Scandinavian prison”, while alloys that “Dianmarca is showing once again how to stop illegal immigrants”.
For them, a Danish cell is like a vacation in Club Med. But in Kosovo they feel at home, the Swiss medium wrote.
What does the agreement contain in principle, and what does Kosovo benefit?
Justice Minister Albulen Haxhiu said Thursday that the issue of renting 300 cells had found almost finished when she took office. She said that after turning the process to zero, she has renegotiated the issue, to reach an agreement again.
A deal has now been reached in principle, though there is nothing signed. I expect the justice minister to come to Pristina on Monday, so we will have a meeting in Pristina, my office, and we will also visit this correctional centre. It's about the correction center in Gjilan”, she said before reporters.

Haxhiu claimed to have agreed that prisoners will not be convicted of acts of terrorism or of mental problems.
So we've requested that these not be included. They'll be people who'll be convicted of another mile. Nationality I believe will be recognised by Denmark's justice minister when he comes to Kosovo”, the minister said.
During the talks, Kosovo is interested to know about the visits of family inmates and the laws that will apply to their treatment.
The Agreement envisions that all of this will take care of Denmark. Applying laws will apply in Denmark. The management will be from Denmark, but correctional officers will be from the Republic of Kosovo. Goodness, security will be fully responsible. I consider it a good sign Denmark appreciates how prisoners are treated in the Republic of Kosovo”, Haxhiu said.
It has shown that the agreement includes financial issues and investment in renewable energy in Kosovo on Denmark's part. For these more details, the deputy minister of justice, Blerim Saqu, has on Facebook.
This international Kosovo agreement for 10 years represents 60m euros in renewable energy investment and 150m euros for the other needs that the Republic of Kosovo has, it has written.
