Osman's adviser, with MPJ decision, is expected to begin implementing his duties from December 1st of this year, until November 30th 2025, says Democracy.com.
In addition to the decision, which never became public for the media, highly suspicious is the way and the criteria by which Vehbi Miftari is taking over.
The issue has been commented by former Kosovo Ambassador to Turkey Avni Spahiu, who says such a decision is surprising, citing that the manner and selection criteria are not known.
“The option and the selection criteria I don't know, has come as a surprise and no one has a day since”, he said of Democracy.com.
But the “representational term” does not have in the Law for Foreign Service, and Miftar does not meet any of the criteria required by law.
President Vjosa Osmani's adviser, Vehbi Miftari, under the strange decision of Minister Gervalla-Schwarz, will be paid as much as an Council Minister, who, according to sources within the MPJ monthly salary, is brought close to 3 thousand euros. While precisely determined that Miftar's personal income would be equivalent to the diplomatic rank of minister Adviser, according to this decision, it does not mean taking this rank.
If residential spending and other expenses are expected to be calculated as “representative of the Republic of Kosovo at the Vatican, the Miftar's total expenditures for the next four years could reach about half a million euros.
Despite being the representative of the Republic of Kosovo for contact with the Holy See, Miftar becomes a direct part of foreign diplomacy, this decision by Foreign Affairs and Diaspora Minister Donika Gervalla Schwarz is not based at all on the Law on Foreign Service.
