Poor performance framework, only 10% of passed laws

Kosovo's eighth Parliament legislature continues to have poor performance in fulfillment of the legislative agenda. Although we are separated from the last month of the year for a few days, the people have adopted only 10 percent of the laws as a whole. The lack of functionality of the Parliament, especially at the autumn session, where parties were [...]
The director of the Kosovo Institute for Justice, Ehat Miftaraj, tells Kosovo that MPs in recent months are more important to participating in election campaigns than parliamentary work.
He says the Assembly must at least complete 30 percent of its legislative agenda of over 190 bills by the end of the year.
Miftarian: This year's Parliament has almost failed to fulfill the legislative agenda
On the basis of our systematic monitoring, we can say that both Government and Parliament unfortunately this year have not achieved nearly the nearest to fulfill the legislative agenda. The Kosovo Assembly can say that from 190 laws that have been envisioned in the legislative agenda and now has adopted only 11 of them that have entered into force that are down to as much as 10% of what is planned by the end of the year when it is added that MPs unfortunately have devoted more importance to participation in pre-election campaigns to support their parties' candidates with particular emphasis has been seen by the ruling party and that it certainly violates the integrity of the Kuit and the integrity of MPs who, despite the fact that they are choosing to fulfil Kosovo's obligations to the citizens who have the same campaign for their parties, while placing obligations to the policies of the laws and policies. If the Kosovo Assembly by the end of the year fails to fulfil even 30% of the legislative agenda, we can say it has been one of the failed years, as has been the past years when the Parliament has not been able to fulfil the obligations or at least the legislative agenda that the government” has set, he says.
Reasoning the work of opposition in Parliament, deputy PDK, Hajdar Beqa, says the main responsibility for the lower number of adopted laws belongs to the Vetevendosje Movement as the ruling party.
Beqa: Government and majority parliamentary neglect
It is impossible to realise the government's objectives, I think it will not be fulfilled if we get two readings, with the time remaining considering that we enter December on holiday time. I think that the Kosovo Assembly will pass about 30% laws that are actually from the Government strategy. I think it's government neglect and the neglect of the majority that should be more vigilant in this direction, the opposition has given its contribution to many of the laws that have been passed where international agreements have been and 2/3 of the votes that have been voted” have taken place, he says.
On the other hand, Vetevendosje Movement MP Adnan Rrustemi acknowledges that local elections have affected the efficiency of the Parliament's work, but adds that in the coming days there will be increased dynamics of treatment and adoption of draftisations.
He tells Kosovo Press that even the inability to call the plenary session in the past four weeks has been due to the sabotage of the Serbian List in the Kosovo Assembly Chief.
Let's get: Local elections have reflected on the efficiency of the work of the Parliament, the job intensitor will add
“As it is known, we have an extremely ambitious legislative plan far more ambitious than the previous legislatures. Of course, even local elections have reflected on the efficiency of Kosovo's Parliament work, but after the local elections are completed it is necessary, and this is now being seen, and with increased intensity the Assembly has begun to address the bills... Do not hold sessions or fail to call hearings in the last two weeks is primarily linked to the fact that the head of the Parliament has not had a quorum to approve or prepare the agenda for session or to make the decision to call the session, I think it has been eliminated from choosing the vice president of the Parliamentary Group PDK's ranks because as we know Serbian List had sabotaged or blocked the chairmanship meeting, but in terms of the majority quo there has never been a suspension of the session or lack of the session where he says.
After more than a month, the Assembly held a plenary hearing this week, a series of first reading bills were adopted over two days. The same session is expected to continue during next Monday.
