Despite the 7-point plan being compiled and agreed on by Albanian representatives in the Presevo Valley and approved by the government of Serbia, it has not been implemented, even because of reform in the judiciary.
After eight years, talks have been resumed on implementing this plan containing vital basic issues such as education, health, and so on.
Details related to this plan give Albanian National Council Chairman in Presevo Valley Ragmi Mustaf during one interview for ABC journalist Linda Karadaku.
Mustaf suggests that the emergency measures platform for affirmation of the Albanian rights of the Presevo Valley has been approved by the Assembly of Albanian Councils in March 2013, while the 7-point plan was approved by the Government of Serbia in June 2013.
“Yes, there is progress dialogue for the 7-point plan... The platform of urgent measures for advancing Albanian rights has been approved by the assembly of Albanian advisers since 2013. On 4 June 2013 it was also approved by the government of Serbia. After two years, reform in the judiciary had been interrupted. Finally after eight years we started this process even though with many scepticism... yet Albanians in the Presevo Valley have been constantly ready to meet and seek implementation of the 7-point plan. Even in the field of education, health, where they are deprived of their right to self-organised and advanced self-awareness
For Albanians to be accommodated in a decentralised system. This process involves the process of dialogue between Kosovo and Serbia. But it has to do with the vital issues of the Presevo Valley Albanians. It's basic rights”, he said, among other things.
