Kastrati said there is information that Serbia's president, Aleksandar Vuciq and Defence Minister Aleksandar Vulin, are recruiting Russian mercenaries to bring them to northern Kosovo.
“Russianness in the Balkans is very clear, we are well aware that in northern Mitrovica the presence of Russian people from Russia and Serbia, and that is daily. The goal of Russia and the Republika Srpska” is to be present here [in the north] through various tensions we see the situation in Bosnia where the head of this republic, Milorad Dodik, has warned that he will freeze his military and police forces for the possibility of breaking out of the Bosnian federation, and that I think would be a chain even in Kosovo's north<62>.
