What shocks in this statement is that it is equally formulated as the declaration given on Kosovo.
“Not all partners can be included in this” initiative, it is expressed for H1.

The Democracy summit is held in Belgrade, and Kosovo, Serbia and Bosnia and Herzegovina are not invited to this event.
