Getting the state: The government snoops and aims to politicise civilian staff (Dok. )

Periscope has secured the draft bill, where Kurti Government has made some radical changes in terms of civil servants in middle and low leadership positions.

Civil servants who have high and low leadership positions, following the passage of this law in the Assembly, will be appointed to mandate.

“Civil servants in a middle and low-level management position, after completing the competition and selection procedure, are appointed for a four-year term of four (4) years with the right to continue only for another mandate of the same length. The appointment is made by the unit responsible.”, says Article 41, Article 1, of the Law for Public Officials, which Periscope provided.

According to this article, all high-ranking and low-level civil servants will be appointed to a mandate which by the pre-law have had a permanent mandate.

This change means that institutions can be politicised even more as a result of changing this law by the Kurti Government. Since the appointment of directors is made by the ministers.

Meanwhile, changing this law, the head of the Civil Service Union of Kosovo, Mursel Zymber, is seeing it as state capture and the commitment of civil servants.

Zymber has said there will be harsh reactions regarding the introduction of Article 41 in the Law for Public Officials.

The Commission that formed Government in the Law for Public Officials also ordered Article 41, who was not earlier and who did not coincide with the analogy of what these people wanted to do, but we were spared because of the campaign and we didn't make any response, otherwise there were severe reactions here. I have numerous reactions on the side of municipal levels but also the government level that they don't accept in any way to get in. We as unions appreciate this as a state capture and humiliation for professional officials who offer services to citizens and are simply losing professionalism, in this case they have an act of appointment under the Civil Ministry Law, and now that they're restricting it to either you should be on this line or you should leave the mandate”, Zymber said about Periscope.

He also expressed the Union's concern if this law is passed in the Assembly, stressing that Kurti Government is not taking time to meet and consult with them.

This is also a concern and a huge worry of the Union, but after this week they're going to find it hard to see it is to have an agreement that communication with them is a lot, despite the fact that they've said before they're more rigid than any government by now”

Unlike current legislation, these positions are career positions and indefinitely.

It is not known exactly when this law will go to the Assembly for a vote, but what is known so far is that term appointment affects the subjectivity of civil servants.
