The start of implementing this agreement began on Saturday, October 2nd, when barricades and Kosovo Special Police Unit, which were located at two border points linking Kosovo and Serbia, were also removed.

After their departure, KFOR troops were deployed at the border points, who will remain there for two weeks in a row under the agreement.

After that on Monday, October 4th, according to the two-point agreement reached, provisional implementation of the poster system, with which both Kosovo and Serbia are covering the state components of each other.

Regarding the respect of this agreement, Ferdinand Nikola, political adviser to Interior Affairs Minister Jalal Svecla, has told Telegrafi that implementation of the agreement is moving with a good dynamic.

“The implementation of the agreement is moving with a very good dynamic and demand for paper-sticks are high. During October 4th to October 8th, Kosovo from the Auto-registering Centre has issued 3,863 stickers while at border crossing points 9,430 stickers, totaling 13, 293”, Nicolaus has declared.

He has further said that as far as security is concerned, the situation at the border points is calm.

“has not been reported for any incidents and everything is in order with regard to the circulation of people and goods”, Nicolaus said.

Asked what would happen after KFOR troops left, from two Jarinje and Brnjak border points, Minister Svecla's political adviser said everything would be implemented under the agreement.

We remember that setting reciprocity for Serbia's license plates on the part of the Kosovo government on September 20, 2021, sparked numerous reactions.

This decision even prompted for 13 days two border crossings linking Kosovo with Serbia, Jarinje and Brnjak to remain blocked. They were blocked with gravel trucks, by local Serbs in protest of the Kosovo government's decision.

At these two border points were also located the Kosovo Special Police Unit, which was there to maintain order and provide security. Several days after the move was imposed and the settlement of barricades on the road to these border checkpoints in Zubin Potok and Zvecan had had attacked Auto-registering Centres.

These are the main points envisioning the agreement on license plates between Kosovo and Serbia reached in Brussels:

On October 2nd, Special Unit, currently at the Jarinje and Brnjak border points, will leave and at the same time leave the roadblocks, starting at 8: 00 p.m., but not later than 4: 00 p.m. KFOR will be located at Jarinje and Brnjak before the start of the synchronized withdrawal of Special Units and barricades, and will stay there nearly two weeks to provide quiet and secure environments, as well as enable free movement.

October 4th, at 8: 00 a.m., will begin the temporary implementation of the posters system, with which both Kosovo and Serbia will cover each other's state license components.

A working group consisting of EU, Belgrade and Pristina representatives, led by the EU, will be formed to find a final solution about the plates, based on EU standards and practices. The first meeting of this group will be held on 21 October 2021 in Brussels. Within six months of the first meeting, the working group will present the findings for the final settlement to high-level representatives in the dialogue process.
