Kosovo Justice Minister Albulen Haxhiu said the European Union did not advise the Albanian practice of realising the Justice Reform.
During her speech at the “Tirana Connecticut Forum” conference developed Yesterday in Tirana, Haxhiu said that during the meeting with EU representatives, they have expressed their reservations for realising reform according to Albanian practice. According to Kosovo Justice Minister, The EU expressed reservations about the fact that justice institutions could remain without personnel and could have revenues and institutions that are not functional.
At the conference where three justice ministers exchanged the current experiences and performance of the Justice Reform, Haxhiu said they would not repeat each other's mistakes, as in Albania's case, where the departure of more than 60 per cent of prosecutors and judges who became part of the property left and formed a vaccine in the system.
“First, Kosovo has not been asked to make property in the justice system. This reform is under way because of high demands from our citizens. The EU requires us to focus on empowering disciplinary mechanisms that are within the justice system, but that these mechanisms have not worked.
We have no single case when a judge or prosecutor has left work as a result of the disciplinary actions of relevant councils or commissions within the institutions of justice. Hence, it is not their request but their social requirement. At the beginning of my mandate I have also met with EU representatives. They have expressed reservations about the fact that institutions without personnel can remain, so we can have the vanca and institutions that are not functional, as in the case of Albania. Despite the challenges we have to work in this direction even when the EU has seen that we are serious about this, they are supporting us with working groups within the Justice Ministry to make the Justice Reform a property.
The goal is to pursue and confiscat property without justifying justice actors. I have met leaders of Albanian institutions emerging from the Reform to receive lessons. Where Albania has managed to do it better, we learn lessons. When we start working on the property of judges and prosecutors, it will be very important to create a personnel that will replace those who will leave, without causing the vaccine and malfunction of our institutions”Haxhi said.
