The spokesman for this institution, Valmir Elez, has said they are working to get everything ready for election day.

“Are currently developing activities that are envisioned with the operational plan, and the idea is to fulfil these tasks so that the CEC is ready for 17 October. We believe that everything will be ready for election day on October 17,”.

He, in Klan Kosova, has confirmed that on election day voters will not have to present evidence of the vaccine or the negative result of any of the tests for COVID-19.

Elez has said that seeking evidence of the vaccine would limit the right to vote that is constitutional right.

For this election process, unlike that of February 14th, we know that vaccines are required to get access to institutions, cafes and other activities. As for the election day voting issue, the CEC will not ask voters to testify they are vaccinated or have resulted negative in one of the tests for COVID-19. It would not be correct, and it also does not comply with the constitutional right to limit the right to vote with a testimony to the vaccine. So far we know on the basis of data that hasn't yet been vaccinated by all citizens, in this case, even citizens rightly vote, so if we ask for evidence of the vaccine, then many citizens would be excluded from exercising their right to vote”.

“However, there are restrictive measures regarding voters. Of course, of all citizens who go to the polls while they are waiting at the centre of the vote, we demand that the distance of 2 meters be maintained, and the distance is also required during the time they are entering the polls. Voters have to wear the mask all the time, except for the case when they have to be identified by the seating council member. The CEC will put in disinfectant entrances, so voters can disinfect their hands at the entrance and exit of the” deployment.

However, testimony to the vaccine or the negative result of one of the tests for COVID-19 will be required for election staff and observers working on 17 October.

The “for election staff and observers who will be in the polls on Election Day have restrictive measures, more precisely those taken by the Government of Kosovo in terms of vaccines and negative tests. The CEC has sent a letter to all political parties, which are certified for participating in this year's elections, where we have sought to encourage their staff engaging as commissioners, members of the deployment council and as observers to implement these measures. On election day, we will ask election staff and observers to prove they are vaccinated with at least one dose of the vaccine or to have the negative result from any of the tests for COVID-19”.

When elections are held in time, the CEC spokesman has indicated that the vote will also be possible for all those infected with COVID-19.

“The CEC will form mobile teams that will go to the addresses of citizens who are unfortunately infected with COVID-19. We take the data from institutions that deal with pandemic management and based on the direction the CEC has approved, we will contact these voters to announce the CEC service while remaining in their will to accept or not participate in voting through mobile teams. The data will be received from October 5th through October 14th, until there is no need for application process because we communicate with official institutions”.
