Both workers remained hanging on the 26th floor until a couple survived the police said.
The woman is now facing charges of attempted murder and property destruction.
Colonel Ponjak did not say what prompted the suspect to cut the rope, but Thai media reported that she was apparently angry when workers appeared outside her room and had not announced that they would do the work.
The video reflected in social media shows how two workers ask for help on the 26th floor to open the door and allow them to enter.
One of the workers told Thai media that they were there to repair cracks in the palace.
