Joseph relates how U.S. Vucinqih sees: He is the problem in the Balkans

He has stressed that he has received confirmation that Abazovic and Radulovic's official position is to maintain Montenegro's western orientation.

Joseph has spoken of the appointment of new American ambassadors to countries in the region, confirming the intention of US President Joe Biden and his administration to deal with problems in the Balkans.

He estimated that all problems in Montenegro are manageable.

“The concerns Serbs in Montenegro have are the same concerns Serbs have in Bosnia, or Croats, or Bosniaks, or Montenegrins. All these are solvent problems when everyone accepts Western order. When you promote the alternative order of Russia and China and leave democracy, then these problems are not solved”, Joseph said.

Responding to the question whether Washington and Brussels understand that the key factor and the main cause of the unrest in the region is Serbia's President, Aleksandar Vuciq, Joseph responded this way:

I think there's a point that Vuciqi is the problem, but I don't think they understand that from this side of the Atlantic. And I'm not just talking about Washington, I'm talking about America, the European Union and most of the capitals. Vuchy is a very specific problem, a very clear problem, and I tell you, the problem is so obvious that it cannot be seen. I can explain this, but the short answer to your question is no. They cannot understand the real source of the problem, nor do they understand how to deal with it”.

Speaking of the US role in the Balkans, Joseph says newly appointed ambassadors cannot draft politics themselves and go against the country's official policy.

This is just not possible. However, in the Balkans, things don't function exclusively so that there is a large space that American ambassadors in the region have. Ambassadors also help form Washington's policy through what they say and recommend. The American ambassador plays a very important role in the formation and execution of American diplomacy in the Balkans, as field agents and as a source of information”, Joseph said.

According to him, for this reason, the appointment of Ambassador Christopher Hill to Serbia is very important.

“The experience that Ambassador Murphy and Ambassador Howiener are bringing to Bosnia and Kosovo, and Ambassador Hill are people who have gone through agreements and peace negotiations who have been there to see how progress has worked. This is very important and I find it encouraging”, Joseph said.

He adds that what is missing is a strategy to deal with the real problem in the region, and that is “what to do with the Vuciki regime in Belgrade?”

The fact is, no matter how good these ambassadors are and all the other appointments of Secretary Blinken and President Biden, if there is no strategy to deal with this problem, progress is very limited. There will be very little progress, including Bosnia, with these difficult negotiations currently under way. Even in Kosovo, which is in fact essential for the entire region. As he stressed, the problem in the Balkans is that a country does not accept Western order, and that state is Serbia, the Express broadcasts.

This is true. You've noticed from the beginning. This is a particular problem for the Vuciqi regime and for President Vuciq himself, but the strategic problem is Serbia, which has been unable to accept the Western order since the assassination of Prime Minister Zoran Djindjic. And that's the problem. The volcano brought him into a state where he is gone. He is a strategic partner of Russia and China, which means, in a way, that risks to the United States and their partners are actually higher than in the 1990s”, he said.

Joseph also said he has attended the latest speech by US Balkan representative Gabriel Escobar, who has had a hearing at the American Congress on the situation in this region.

I saw it live. This is the basic position of American politics. There was nothing shocking about it, which would be too surprising. Escobar noted the risks in the region. He noted threats from Russia and China and the overall importance of the European Union's enlargement process. He, of course, easily touched on the real difficulties in the region and, in my opinion, the overall problem is that problems in the region are getting worse and very serious, including those in Bosnia. Especially in Bosnia and Kosovo. In general, we still have confusion in the West. Not just Washington, but Brussels. This is a real problem in the region and we are confused by what seems to be a complex of problems and crises in some countries”, Joseph said.
