Isa Mustafa: I'm forced to react to those who deliberately disinformation for the establishment of association.

From the Vetevendosje Movement, the statements that Kurti Government will accept association come from those who have signed it, referring to the former LDK-led government.

He even stressed that all accords and documents signed with Serbia referred to the existing laws of Kosovo, while the document on principles in 2015 also referred to the existing Kosovo Constitution.

The constitutional change has never been discussed. In fact, Serbia had signed for the Association to be established as Kosovo's Constitutional Court estimates. Meanwhile, the EU has officially clarified that association has no executive power and is not the third power. Whether the Association will be established or not, whether the Law to ratify the 2013 First Agreement will be implemented is now in the competence of the Kosovo leadership. The Constitutional Court describes that on May 28, 2013, the government has adopted the No. 01-132, with which “is approved the Bill for ratification of the first international principle agreement regulating normalisation of relations between the Republic of Kosovo and the Republic of Serbia and the implementation plan for having agreements”.

As prime minister elected in December 2014, by respecting the Law for ratification of the First Agreement, I have dialogued for the document, titled “Association/Recognition of the Serb Major Commissions in Kosovo ʹ General Principles/Ex1>. This document, for which the Constitutional Court states that it is neither the Law nor the Staff nor the Law of Government, would precede the decree of Government and the State of Association. The document is signed on August 25th 2015. Important elements of this document were Serbia's reconciliation that the decree and the Status of Association will be addressed by the Constitutional Court of Kosovo and the Association could be established when the Constitutional Court states it is in harmony with the Constitution. This rule would be valid for any subsequent amendment to the Association station that would submit to the assessment of the Constitutional Court. There is also the official letter issued by the European Commission's high representative, Frederick Mogerini, in which it is said that under the European Commission's understanding, there is no executive power and no third power.
