Derapka also held ties to Paul Manafort, former director of the election campaign of former President Trump, who was found guilty of eight financial crimes under prosecutor Mueller's investigations.
The manual was later granted forgiveness from then President Trump.
During the administration of former President Trump, the Treasury Department had also lifted financial sanctions on three companies linked to Deripaska.
Officials said at the time they had done so because Deripaska's direct and indirect shares in these companies had been reduced to the point that he no longer had control over them.
