The European Commission today presents progress reports on enlargement countries.
The enlargement package, including annual progress reports for countries in the process, is expected to state only a limited progress of these countries towards meeting the criteria for integration into the European Union.
These reports are expected to be approved by the Commission College on Tuesday and to be presented to European Parliament deputies, by Oliver Varhely, the EU's enlargement commissioner.
As far as Kosovo is concerned, according to the draft report, in a part of which has had access to Radio Free Europe, it is expected to be found that after a period of lack of political stability, with the general election being held, the government has formed with an unprecedented majority.
But, it is expected to say in the report, the circumstances created by political instability and the consequences of pandemic have influenced progress in implementing the agenda of Kosovo's European reforms to be limited.
On the contrary, even through this Progress Report, the European Commission will call on Kosovo institutions to approach the implementation of the European agenda with priority.
The period of time covered by this report includes 2020 and this year's until summer. This time for all states, the report also speaks of coping with the pandemic and the economic consequences it has caused.
He also specifically mentions the assistance that the European Union has given to each state.
Of all countries in the region, the European Commission will require that more efforts be made in fighting organised crime and corruption, in building good neighbourly and regional co-operation, and a particular focus on rule of law.
Progress reports on Kosovo and Serbia also talk about dialogue between the two countries that are developing with the ease of the European Union. Two high-level meetings -- in June and July -- are highlighted, as well as three meetings at the level of top negotiators.
Both Kosovo and Serbia will be called on to implement agreements reached in the dialogue so far and contribute to reaching a comprehensive, legally binding agreement on normalising the reports.
“Such an agreement is an urgent and key need so that Kosovo and Serbia can advance in their respective European path”, the text says.
The fact that this state, although symbolically raising attitudes with the EU on foreign policy issues, will also be mentioned in Serbia.
As EU integration is seen as a strategic goal, the European Union of all states involved in this package also seeks to support European attitudes in foreign policy.
The European Commission, according to drafts of reports that will be adopted on Tuesday, will reiterate the position expressed even earlier that Albania and Northern Macedonia have met all conditions to start membership negotiations.
It will also reiterate that it stands behind the recommendation that visas be liberalised for Kosovo, an issue which is now in the hands of the EU Council where compromise has not been reached among member states to make that decision.
Also expected is the report for Bosnia and Herzegovina, the country where the political crisis is continuing. Also mentioned will be the crisis in Montenegro, as well as the strain of this state's reports with Serbia.
The European Commission this time in these reports also speaks of advancing countries in the region towards EU policies in the field of conservation of environment, energy and several other areas.
