CEC spokesman Valmir Elezi at a media conference said that the first activities with the operational plan approved by the CEC are continuing at the CNR.
There are two important activities: vote counting outside Kosovo, coming through mail; and the 10% investigation of every municipality's deployments, which belong to the Elections for Municipal Places”, Elez said.
He added that during the period of voting via mail, the Central Election Commission has accepted about 5 thousand and 700 alleged parcels of balloting.
After the assessment and verification of the voting service, within these packages have been recorded 10 thousand and 934 individualised envelopes of ballot papers. During their assessment, 9 thousand and 610 individualised envelopes with ballot papers have been approved, while 1,000 and 324 have been refused because they are not in line with legal criteria. More than half of them have been rejected after being sent by persons who have not applied for voter registration outside Kosovo (614) or sent by persons who have failed to register as voters (,200). There are even cases when the ballot package was sent more than once by the same person (168)”, Elez said.
The CEC spokesman also indicated that after completing the count of these ballots, their results will appear on the screen.
Speaking of the investigation of 10% of every municipality's seats and belonging to the Elections for Municipal Places, Elez stressed that these locations that will be investigated, totaling 255 seats and that the same have been selected by chance and that no irregularities have been observed during their material's accession.
Their “investigation aims to confirm whether the polling council has accurately carried the outcome/vote from the candidate's Accounting Paper to the candidate's scorer. Candidates' accounting sheet is a work sheet that registers candidates' votes during the count, before they are carried to the candidate's score formula. According to the procedure, if there are changes from the investigation, and votes have not been delivered correctly, then after the CEC's decision the ballot box will be opened to fix the situation”, Elesi said.
Asked that when the CEC will announce the final election results for the mayors, Elez has hinted that this will take place within two to three days.
According to him, the CEC will announce the final results of the Elections for Speakers of the municipalities after even conditional votes and those of persons with special needs, who, according to our plans, will be counted on Monday, as well as after we receive confirmation from PZAP and the Supreme Court.
