So has CEC spokesman Valmir Elezi, announced at a news conference by the Centre for Counting and Results.

According to him, the CEC has made a decision to adopt the operational plan for organising the second round of the Communist Speakers Elections, including activities that will be realised by this institution to prepare these elections.

The CEC has so far not announced the final results for the mayors, and the first round process has not officially been completed. The Central Election Commission has made a decision to approve the operational plan for organising the second round of Assembly for Assembly Speakers, including all activities to be realised by the CEC for preparing these elections.

The election campaign for political subjects and candidates competing in the second round will be 5 days, will begin on November 8th, and will be completed on November 12th”, Elesi said. He has also announced that for successful registered voters as voters outside Kosovo, in relevant municipalities where there will be second round, the CEC has placed 15 days available to them to vote through mail. For successful registered voters from outside Kosovo, during July 10th, July 18th, the CEC has placed 15 days available to them to vote through mail.

This vote begins on October 29th. Until before that date, the CEC plans to approve design and content of balloting, to enable the start of voting abroad.

The ballots should be accepted by the CEC on November 12th”, Elez said. Elez has also indicated that as far as monitoring of this round's elections, the CEC has decided that competitive political subjects, NGOs, international organisations, diplomatic missions and media are going to confirm lists with observers wanting to engage again, as well as apply for additional observers, EO reports. The application for accreditation of additional observers of political subjects, NGOs, international observers and media begins on October 28th and ends on November 8th.
