For possession of weapons, according to the law, the citizen must have full legal capacity for action, possess psychophysic ability, pose no danger to himself, public order and public safety, have to conduct the theoretical and practical test for the use of weapons and some other conditions that are determined by law.
However, former Kosovo Police Director Rashit Qalaj said there must be more rigorous laws regarding the weapon equipment with permission. According to the Ministry of Internal Affairs, it is disturbing to hold and use weapons illegally. In the legalisation period from December 17th 2018, until September 17, 2019, about 2,000 requests for legalisation of weapons have been submitted.

Internal Affairs Minister Jhelal Svecla until talking about the number of murders in the country, said there are large numbers of unlicensed weapons in the hands of Kosovo citizens. He said they are in the phase of drafting legal changes for weapons and punishment measures.
And this is also the fact that there are a large number of weapons without permission in the hands of our population, we need not only to take actions like the Kosovo Police and both the MPBs, but we already have the first initiatives to change the law on weapons and change the penal code by which penal measures against those who carry arms without permission are higher and not only to end up in mandate sentences, but like all states in Europe and all states in the region, the measures are more severe in order to disqualify the civil weapons of the Republic of Kosovo ... The penalty for illegal possession is determined under the Kosovo Criminal Code, where fines of up to 7,500 euros are presented. In addition, prison sentences of up to five years for illegal possession are provided. Based on the Criminal Code, two to ten years in prison is also presented for illegal possession of four or more weapons or more more than 400 bullets.
The law on weapons regulates the conditions for purchase, possession, weapons maintenance, conservation, production, deactivation, repair, and many other issues.
