The European Integration Commission has approved the draft bill to ratify amendment 1 of the financial agreement for IPA 2017, between Kosovo and the European Union. With that, the re-launch of 2.3m euros in the Kosovo B filter change project and the construction of schools that are envisioned in the original agreement will be allowed.
The first Deputy Prime Minister for European Integration, Development and Dialog, Besnik Bislimi, arguing this bill, said realysing this is very possible through some contracts that have not been implemented in all or there have been savings.
The aim of the amendment to the agreement in question is to enable the re-achieving of 2.3m euros from some contracts that have not been spent overall, or there have been savings under the action of 1 programme, respectively, the European Union's AK approach instrument... The amounts received from these projects are savings and inexplicable tools that will be spent to support the implementation of ongoing projects, mainly additional for the project of changing filters for Kosovo B and additional construction of schools that are envisioned for the original accord”, he said.
The second executive called on the Assembly to adopt this bill as the deadlines are limited to relocation of the 2.3m euros.
It is important that the agreement be processed as soon as possible for approval in the Parliament, as deadlines within the three-year period of signing the original agreement pass relatively quickly. If this cannot be contracted within that deadline, then the tools are back in the EU budget. To achieve this deadline, the session needs to vote on the Bill, and the next day to conduct other procedures in order for it to enter into force”, he said.
After that, the commission continued the work, but without media presence. Kosovo Assembly to hold plenary session next Tuesday
