Before members of the Commission for Public Finance Oversight today, the Minister of Finance, Labour and Transference, Iron Murati, along with the General Aureta Vlora Spanka, has reported that they have reviewed the annual auditing report for 2020.

In addition to the found by the ZKA, the topic of discussion at this meeting was made to pay civil servants who don't go to work but receive salaries. While Finance Minister Hekuran Murati announced that action has been taken in this direction and that it is sufficient that budget organisations only disclose the names of these people and that this ministry will take measures, was the chairman of the Commission for Public Finance Supervisory Hykmete Bajrami, who comes from the LDK, has called the solution of this issue a political problem.

All the debate began when commission member Mirlinda Sadiku of the Vetevendosje Movement became interested in knowing more about what the Ministry of Finance is doing with workers who are not going to work at all.

According to her, 211 employees have been identified in 7 ministries paid without working at all.

“have been identified 211 employees at the ministry, and the amount of their pay is over 1m euros without going to work at all. We know this stems from the Brussels agreement, but we as a commission have given a report to some ministries to be given a report that this is actually inequality to those workers working in those institutions, and they get salaries without jobs from”, she said.

But after that, Public Finance Supervisor Commission Chairman Hymete Bajrami, who said that the Ministry of Finance cannot do that, and that more of this issue is a political problem.

According to her, there are budgetary organisations that should inform the Ministry of Finance who works and who doesn't.

“Yet I think this is a political problem if it's not a political problem and there's Vetevendosje right here we have the Treasury Directorate, the ministry, and asked whether they're being paid and I'm pretty sure they're getting paid because if they had stopped the salaries of these workers we had seen in the media so far not to say 10 times or so<1>, Bajrami stressed.

Cutting off these types of payments has also called for Vetevendosje Movement MP Eman Kundman, who said these payments should not go on as they do not present any political problems.

Last “Years ago the Ministry for Community and Return picks this problem no longer has any person at least in the auditing report, and we know that not only in the ministry for return, but in each ministry there are people who two-3 days and a week don't go to work at all is evidence that we're seeing this trend that has occurred, but we can't even call it a political problem with an Albanian minister, while a minister has chosen this problem from communities that come around”, he said.

In short, LDK MP Hykmete Bajrami retorted, telling her what problem to just fix.

Albana Bytyqi of the Alliance for the Future of Kosovo told LV deputy Emanmani that if there are such workers paid without working, take measures in this direction.

If you see that there are workers being paid and they're not working you're in government all the time that 20 years you've accused us of doing this, you've been ruling for eight months.

After that, Treasury Director Ahmeti Ismaili said that the aspect of paying civil servants who don't go to work sees no political problem. According to him, these names should be announced by the organization and that for each person reported to have a rate of zero work, then the salary is zero.

We can't do that for days, but that we stopped in case we had a list of who the officials weren't working at work without seeing Nationality we turned to zero... I don't believe we've violated it and we've never discussed anything like this and we've got the same employees that got this right through the deal we keep it at zero rate so we tell it when you're working or how much you get paid I don't see it as a political problem and I don't think there's any way you're gonna put it into this dimension”. He said.

The explanation for the matter also provided Finance Minister Iron Murati himself, who indicated that they have taken action in this direction in order to implement legitimacy.

He only asked the ministries for names of workers who do not continue their work and measures will be taken on them.

Other ministries tell us who's working and who's not working on whether it's possible to take such action if they're political or not we've just taken such actions in terms of implementing legitimacy there are Serb municipalities that because of not co-ordinating and not properly organising budget codes there are no links to this. All it takes is budgetary organizations to inform us who are the people who have people who have been going 1 month and 1 month is not the budgetary organization that should alert us and we act to take all measures”, Murati stressed.

Finance, Labour and Transfers Minister Hekuran Murati said that the reason for obtaining loans and now non-replacing projects is because projects have been signed without becoming a good study.

While in implementing projects as trouble, he has also highlighted the aspect of expropriation of property.

“As far as loans and non-installing projects are largely two reasons why the project has been signed without being really ready without the conditions and without becoming a good study of the implementing capacity and was largely the most installing offer to sign the loans how much any safe or safe need has been done, and well analysed by the institution or the ministry of the line... All infrastructure projects have almost and the component of expropriation that is usually required by law that even the drilling has been budgeted in the moment when a request for the implementation of a project in the majority of the infrastructure that has been done without the budget, but that has not yet done the results of the budget have been insufficient and that the budget has not yet been used for the results of the budget.

The audience of the Auditor General's Office, Vlora Spanca, concerning the 202O financial report, says budgetary organisations in the field of financial reporting are making slight improvements year-on-year.

According to her, the government's financial mirrors have been overestimated for 42m euros because personal revenues from the preliminary year were included in the 2020 budget plan.

Spanka also said 18m euros' expenditures were classified in inadequate categories during the report.

Spanca said that with the aim of covering budgetary deficits, the total public debt had increased for 300m euros and has now reached 1.5m

When it comes to budgetary financing, it is noteworthy that by the end of 2021 the bank balance in cash from 458 million was reduced to 330 million or about 28%, and that was done with the approval of the Kosovo Parliament as well as for covering budgetary debt deficits as a total amount of 300m euros and has now reached 1.5 million. In proportion to the domestic gross-product debt was 21.83% out of 40% Allowed by law is within budgetary limits. However, the amounts spent on borrowed funds are low, and due to delays in the use of loans, the government has paid over 800 thousand euros in loan fees for outstanding credit tools”, Spanka stressed.

Regarding the general audience's recommendations, Finance, Labour and Transferences Minister Iron Murati said that with the aim of implementing 38 recommendations for this ministry have made a concrete plan
