If that doesn't happen, then the SBASKCH has warned the strike.

The SBASK Steering Council, along with municipal-level union and university heads in continued communication, has analysed the current situation in education and legitimate membership requirements for which it has authorized the Headship of the SBASK to continue dialogue with institutions to reach merit resolution.
The SBASK congratulates students and education workers for the beginning of the second period of instruction in Kosovo's elementary and secondary schools on 18 January, but appeals to the government Hoti and Minister Likaj for next week to reflect and in meetings with representatives of the SBASK to find solutions to the demand of an additional wage for risk reasons from Covid-19 and to sign Kosovo's selective education contract. The SBASK supports the resumption of the teaching process on January 18th, but recalls that if institutions do not reflect then the head of SBASK also has the authorisation of the Steering Council to declare union actions, not excluding the general strike in the entire education sector.
The SASK is providing space for dialogue, but if the other side does not act alike, then responsibility for the strikes and the consequences it brings will bear institutions.
