The MAK's reaction reportedly raised criminal speculation against Minister Rame Likaj does not stand because, the minister has signed no documents related to tender “Blerance of equipment for the protection of educational facilities for sustainability and purchase of the package needed for hurt and maintenance fields”. So, the tender file was signed by responsible people (GAS officials) and the person authorized by the minister.
“MAS also suggests that the requirement for signing procurement procedures has been submitted by the Infrastur Division and in part of technical specifications is 43 articles. Based on the initialed request of the Infrastructure Division, a technical error has been made during the procurement procedure, which has been arranged seventeen days before the tender opened.
MAS also reports that the contract in question is signed for 43 articles, as described in the request, and there has been no change in prices. The winner's announcement is made according to the lowest price offer.
We also suggest that the initiative of procurement procedures was initiated on November 4, 2020, and the opening was made on November 27, 2020. The procedures have been transparent and published on e-procurement.
During the procurement procedure, there has been a complaint by an economic operator, where the OSP has made a decision in favour of contracting authority. The OSEP's decision, number A.N.1069/20, casts the economic operator's complaint as illegal and finds the contracting authority, so MAS can proceed further with public procurement procedures.
MAS also reports that the procedures have been transparent and in full compliance with the Procurement Law”, their response concludes.
