Under the decision, the CEC will contact by phone all exiles who have applied to be registered as voters, writes Periscopi.
Any exile who is not called on the phone will not have the right to vote in the February 14th elections.
And that, according to politicalologist Ramush Tahiri, is incompatible and that according to him this is not legal and fair.
Tahiri for Periscop said there are other forms like the one with Skype or fingerprints.
