The office for registering political parties (ZRPPC) in recommendations sent to the CEC had demanded that this body certified political parties' lists as they are.
So it is highlighted in PZAP's decision to appeal to the Ashkali People's Party for Integration that addressed PZAP after the CEC did not certificate the election list.
