David Philips says dialogue is lacking clarity.
We must have a clear agenda for dialogue. The clarity has been missing in negotiations between Kosovo and Serbia. Are the sides negotiating mutual recognition? Are they talking about other arrangements as part of a strategy for easing conflict? My personal view is that dialogue should focus on recognising Kosovo from Serbia as a sovereign country within current borders. This is the only way for a stable and peaceful agreement”, Philips said on a television.
Philips thinks the West should give an ultimatum to Serbia, either accept the deal or leave it at all.
The terms for a final agreement must be formulated and those presented to Mr. Vuciq and the Serbian side. The West should offer an agreement to Serbia and that would be like a job done: take or leave this agreement. This process is taking too long. The parties should focus on a final agreement that will be binding. It is not hard to predict what the agreement will see, of course it is difficult to think that the Serbian Orthodox Church will accept Kosovo's independence, but there is no other choice. Otherwise, Serbia would have to be excluded from integration into Euro-Atlantic institutions and would remain a problematic state. It is time to move forward and have mutual recognition to move forward. The agreement would indeed be reached if the US and the EU worked closely together”.
Philips says the September 4th deal in Washington brought nothing.
The September 4th Agreement was simply a political statement signed by Avdullah Hoti and Vuci's teams. Their signatures did not appear in the same letter. Historically, only the decision for Israel to recognise Kosovo can be considered.
