Insander: Suspected of misuse of funds, part of VVA MP list

Dully Ray, who is director of the North Regional Development Agency, was accused four years ago of misusing funds.

At that time close to 400,000 euros of the Fund for the North was allegedly misused by the North Mitrovica municipal authorities.

The newspaper Inseder had reported how Goran Rakiq, chairman of the Northern Mitrovica municipality, was suspected to have illegally transferred a nongovernmental organisation to a total of 115 thousand and 853 euros.

This amount had been transferred in advance to the organization RDA North, led by Dully Ray, shortly after winning the tender named “Support for small- and medium-sized enterprises” in July 2016.

The contract with Duli's organisation was tied to July 18, 2016, worth 399,000 euros.

Although the 2016 Law allowed municipal and central authorities to give the winning tender company as a advance (avans) only 15 percent of the total.

In the case of this contract, Duli had to have Northern Mitrovica transfer only 59 thousand 923 euros.

At that time, the European Union Office in Kosovo had spoken of this abuse.

This office was part of the Fund's North management board, along with Kosovo's central and local authorities.
