The incumbent government of the Republic of Kosovo, led by incumbent Prime Minister Avdullah Hoti, in accordance with the Government's Labour Rule, has held corresponding collections\electronics, the 60th consecutive meeting, in which it has adopted decisions and documents of the area of legal and constitutional responsibilities.

The first document to have received Government approval at today's meeting is the Programme for Economic Reform 2021-23. The programme will be sent for information to the Assembly of the Republic of Kosovo and to the European Commission's liaison office in Kosovo.

In view of Kosovo's current economic structure and numerous obstacles to economic growth, in particular the situation created by the COVID-19, structural reforms need to be managed in such a way that they are aiming at the recovery of the economy in general.

On this line, the Government remains committed to supporting economic recovery and improving employment prospects. The overall framework is a combination of:

(1) The economic recovery programme, which will aim to support post-indemecim economic recovery,

(2) a fiscal policy based on rules oriented towards stability of public finances and within available fiscal space, supporting economic growth through capital investments, raising funds for priority development areas and

(3) A series of priority structural reforms addressing the main obstacles to economic growth, supporting the development of competitive economic sectors and ensuring that economic growth is inclusive and oriented towards growth of prosperity.

Following the meeting has been reviewed and the decision to change and fulfill the Government's decision to use the Government of the Republic of Kosovo vehicles. Under the amendments, the rules of this decision are not subject to cars in use by the Directorate of Tax and Intelligence Investigations under the Kosovo Tax Administration, which, under the decision, the director of the Tax and Intelligence Bureau, the director general of the ATK, or at the decision of the Minister of Internal Affairs, can be used for operational purposes at any time even outside regular work schedule.

The government has reviewed and adopted the decision to postpone and release the deadlock of taxpayers' bank accounts, which have tax obligations to Kosovo Tax Administration by 30.04.2021. The measure would facilitate the exercise of economic activity of all taxpayers, in the situation created by the pandemic COVID-19. The decision will be in effect by the date 30.04.2021, and according to him remove penalties for all taxpayers who have untainted tax duties in the Kosovo Tax Administration (ATK) if they carry out the payment of basic taxes and interest by 30.06.2021.

The removal of penalties, mentioned above, will be made for all taxpayers if they make the once payment of taxes and interest; they deal with ATK for installments; or in agreement with ATK they pay taxes and interest.

The decision imposes Kosovo Tax Administration (ATK) that during this period enabled taxpayers to fulfill tax obligations based on financial opportunities for taxpayers, in order to maintain their financial stability.

With the decision approved by the Government at today's meeting, financial means worth two million and eight hundred thousand euros (2,800,000 m), representing the three-month budget division for 2021, for the January period March 2021, for Kosovo Radio Television. This amount divided over RTK will be subject to revision by the relevant Commission for Buzhet and Transfere in the Assembly of the Republic of Kosovo, shortly after its establishment. If this commission considers that these divisions are not acceptable, the Treasury of the Republic of Kosovo is obliged to make the ban and compensate for this many of the next quarterly, in order that only the amount approved by the Commission can be spent and reasoned within the fiscal year 2021 from RTK.

The government cabinet has also approved the decision on sharing financial means for the Agency for Gender Equality for the implementation of the Economic Resiliency Programme for 2021. One million euros have been earmarked for this purpose and will be used in compliance with the criteria under the Government's decision to implement the II-Masa 4 Financial Support Programme for Projects and Initiatives aimed at improving the position of women in society and economy. The decision imposes the Agency for Gender Equality under the Office of the Prime Minister to implement and monitor this plan.

The government has also adopted the decision to form the Commission for Trade Control with Strategic Goods. The commission for control of trade with strategic goods will have this composition:

(1) Kotor fairy / MTI leading;

(2) Behram Mazrek / MTI ) deputy leader;

(3) Brahim Cocolari / MM ) member;

(4) Nammi Zogaj / MM ) deputy member;

(5) Bujar Hadzidaut / DK ) member;

(6) Bujar Pfcell / DK deputy member;

(7) Mensur Hoti / MPB member;

(8) Driton Ademi / MPB deputy member;

(9) Adnan Dragaj / MPJ member;

(10)Freluten Gashi / MPJ deputy member.

The commission will be responsible for approval, aborting, changing and revocation of licenses for export, import, transfer, transgarging, re-export abroad, re-transfering and providing related services. Also, this commission will determine the State List of Strategic Controls.
