The rapporteur for Kosovo in the European Parliament and chief of the EU Election Monitoring Mission in 2019, Violet von Cremon-Taubadel, in connection with early elections and challenges have said the elections will be challenging.
“This time elections will be held under unprecedented circumstances, which will be very challenging for Kosovo, so some issues must be resolved in advance. Because of external factors, there will certainly not be a full international mission for election monitoring, but international experts will attend events on the ground. This shows the international community's commitment. The European Union office in Kosovo is also providing considerable support with its expertise. We have asked the president of the European Parliament for a Parliamentary Observation Mission and are awaiting an answer from him”, she said.

Since a large number of independent international observers are not likely to be seen there, it is now more important than ever to have an adequate number of local observers. Therefore, it will be essential to receive the necessary financial support from organisations such as Kosovo Democracy in Action (DKA).
The short deadline between announcing the election date and holding the elections means there are serious problems with votes from abroad, which in practice means that most diaspora will not be able to vote. Their fundamental democratic right is endangered and this issue should be addressed immediately.
Kosovo has experienced serious political instability in recent years. He had been without a government for months and saw a functional parliamentary majority. This is affecting not only the level of governance, but in the time of the COVID-19 crisis, it can cost lives. Therefore, I urge all political actors to think about the future and discuss the potential majority and coalitions, even before elections, in order to ensure a calm transition and establish a functional government as soon as possible. “ / FE
