Diplomacy, without membership in international organisation, and a recognition made official

Kosovo also failed this year to join international organisations. In contrast to the past years, the incumbent government issued a circuit for all the country's institutions not to apply to any of the multilateral organisations for a year, including the Council of Europe, U n NESTO and Interpol.
This was due to Washington's agreement, where Serbia banned the campaign to withdraw recognitions for Kosovo. And besides recognising Israel that the Vetevendosje Movement is considering ineptible, the executive failed to provide other recognitions.
The blame for this is considered poor diplomatic lobeing of institutions. Meanwhile, the Ministry of Foreign Affairs is also being criticised for the commitment of political militants during the past year to Kosovo's diplomatic service.
And these developments within foreign policy, political parties see them in different perspectives because, at the helm of the dictatorship during 2020, there were three ministers -- Behgjet Pacolli, Glauk Konjufca, and already incumbent Minister Melza Haradinaj-Subla.
While the two parties -- the LDK and AAK who were part of the government -- argue not to membership in international organisations, the LVV and the PDK consider Kosovo diplomacy failed this year.
The MEP of the last legislature from LV's ranks, Arberes Kryeziu-Hysen, tells Kosovo that the country because of the pandemic has had diplomatic deadlocks during 2020. Especially, as she estimates, from June onward, when the government Hoti came to the top of the country, until it questions Israel's recognition after the collapse of the government there.
We've had extremely much impasse as a state in 2020. Since there has been no foreign policy since this illegal government has taken power, which has made no concrete action in foreign politics and lobbies to recognise our country from international states. So it's not like relationships are built and there's been no progress in the realm of diplomacy. It means above all, there has been a suspension of membership in international organisations, which means that it has caused a huge recession in terms of our national advancement. [...] The only movement that happened since that September 4th meeting in Washington, which we like LVV have greeted, was this recognition coming from Israel that never came. Moreover, we saw that the government in Israel has fallen, and we are left unaware of what happened with this recognition. It seems that it was used at this time for electoral campaigns of people involved in this recognition, but which we did not receive”, she says.
PDK chairmanship member Ariana Musliu-Sashi says last year has been one of the worst years in foreign policy.
I think 2020 has been one of the worst years in foreign policy. In this regard, the pandemic, but what characterizes the Hoti Government, I appreciate that it is the signing of the Washington Agreement, with which the application to international organisations has been suspended, is the suspension of the international agenda and I believe that it has been able to do more work on application to international organisations. And in bilateral recognitions, I appreciate that it has not been done enough, since it has been possible to become a greater lobby and to have more recognition”, he says.
In addition to criticism of diplomatic militantism, Faton Bislimi from the LDK claims that despite the government's release of the circuit, the country would find membership in international organisations difficult.
My assessment is that Kosovo's diplomacy, especially recently, has been extremely degrading. We haven't had the luxury or the comfort of dealing with our foreign service like any company, or employment entities for party exhibits, any party. Kosovo's diplomacy has the last new moment awakened and rivaled in the service of Kosovo citizens and state interests. [...] In the part of membership in international organisations, we should be aware that we have had difficulty achieving any membership in international organisations without the strong support and lobby our irreplaceable allies such as the US and the EU. In the absence of their will and their inability to help in this process, we find membership in international organisations difficult. Plus here I add Washington's agreement, which gives us a year-long pause in our application and interest in membership in international organisations”, he said.
While, in the party leading the foreign affairs dictatorship, ministers Haradinaj- Stubble has been active in diplomacy, but due to the pandemic, several processes have been stopped.
Time Kadrijaj from the AAK says membership in international organisations requires a physical analysis before it applies.
“Application for membership does not become ad-hop. We should have a preparation because we both have Interpol and W NESTO have failed. It takes real lobbies, the evil has been that we have believed that these countries that have recognised Kosovo's independence will vote for, without any resistance. The bad news has been that even the connoisseur didn't vote on us. So I think it takes a slightly broader lobby, even those countries that have recognised Kosovo's independence, which have not recognised it, should extend lobour and parliamentary diplomacy to be active to achieve the goals of joining international organisations. Now because of the pandemic, these processes have been stopped, I said the minister has been very active, even with Bible visits he has made in the larger places. At each meeting we ask the EU to extend influence on countries that have not recognised Kosovo's independence, especially this five EU member that has not recognised Kosovo's independence in order to recognise”, she says.
Kosova Prees has waited weeks for a proposal by Foreign Affairs Ministry officials to declare on the issue, but the same have not returned.
Membership in any of the major international organisations remains a challenge for Kosovo, while difficulties remain in securing new recognitions.
